Acknowledges that the implementation record is better in the area of public finance where surveillance tools are stronger. Calls for a balanced integration with employment and socio- economic indicators that enable a more effective response to the divergence between some Member States regarding employment and their socio-economic situation as demonstrated in the accompanying Joint Employment Report to the Annual Growth Survey 2015;
