Emphasises that energy efficiency is crucial to achieving our climate targets and to reducing our dependence on energy imports; Notes that the private and public building sectors account for a major stake in energy consumption in the EU; Calls on Member States to promote investment in these sectors as a means to reduce CO2 emissions, improve energy security, promote job creation and to diminish energy poverty;

Highlights the fact that more than half of the investment needed to decarbonise the EU's energy system to 2050 needs to be directed to energy efficiency; emphasizes that this approach will ensure that fossil-fuel based generation is sized to a scale appropriate to meet future demand, and asset stranding is avoided; calls for energy efficiency to be treated as an infrastructure investment priority allowing for its deployment as part of wider EU and national infrastructure planning and financing processes;
