Acknowledges that in response to drought and other natural disasters, families and individuals have migrated and that, in response, the Chinese authorities planned several large-scale relocation projects; shows concern on reports from the Ningxia region pointing out to numerous problems with the new towns, and reprisals for people who refused to move.
