Although the findings of the report on the implementation of the Regulation lead to the conclusion that the programme is needed, the basis for further action, both in terms of the amount of funds and the form of the programme, must be an evaluation of existing legislation as set out in the Interinstitutional Agreement between Parliament, the Council and the Commission on Better Law-Making;
