2. Sees as a necessary step towards curbing this 'galaxy', the adoption of the MFF Regulation through the ordinary legislative procedure, thus aligning its decision-making procedure with that of EU multiannual programmes and the EU annual budget; believes that the consent procedure deprives Parliament of the decision-making power that it exercises over the adoption of the annual budgets, while the unanimity rule in the Council means that the agreement represents the lowest common denominator, based on the need to avoid the veto of a single Member State, is convinced, moreover, that qualified majority voting should replace the unanimity rule in the Council;

Calls on the Commission to prepare an annual report to accompany the general budget of the Union, bringing together available and non-confidential information relating to the expenditure incurred by Member States in the framework of enhanced cooperation, to the extent that this is not included in the general budget of the Union;

Reiterates its opinion that, drawing inspiration from the status of the Berlin members of the German Bundesrat before reunification, and in order to preserve a single institutional set-up in the European Parliament, only the votes of MEPs from within the relevant perimeter of integration should be taken into account, while votes of other MEPs should be considered non-binding advisory votes;deleted

Considers that in order to reinforce common rules in core areas, the existing performance reserve set on ESI funds could evolve into a solidarity and performance reserve set on all EU funds with national envelopes (and representing 10 % of these), so that criteria for allocating funds in this reserve would be based on respect by Member States of fundamental rights, solidarity and the fair sharing of responsibility.deleted
