Calls on the Member States to implement and monitor more efficient forms of social protection systems and income support, in order to ensure that these systems offer a minimum standard of living for the unemployed and those at risk of social exclusion, while guaranteeing that such mechanisms do not perpetuate social dependency and constitute an incentive to education or entercoupling them with specific provisions such as active employment policies with the aim of returning the unemployed, and, in particular, the long-term unemployed, to the labour market, and training theand job marketcreation programmes;
