Stresses that it is important to take into account that the Member States need to have adequate fiscal space so as to manoeuvre in their anticyclical policies; fiscal space requires not a dogmatic view for primary surpluses but a more flexible view that allows Member- States to have room also for institutionally controlled and adequate fiscal deficits, if necessary;
