Regrets that the governments of many Member States use repeated increases of the VAT rates to cover their fiscal gaps instead of making necessary progressive reforms for a better functioning public sector, thus increasing the burden on the consumers and especially on the weaker economic strata of the society, and causing devastating negative macroeconomic impacts on the real sector;
