Stresses that, a single instrument cannot existny possible merger of current instruments, with the exception of the current Instrument for Pre- accession Assistance (IPA II) and the European Neighbourhood Instrument (ENI) can not take place without the inclusion of clear and dedicated envelopes for the various goals, objectives and priorities of EU external action, including democracy, human rights, the rule of law, support to civil society, conflict resolution, fragile states, development policy, and economic and social development, and support to countries in various stages of EU accession;
