Underlines the importance of a more responsive and realistic crisis instrument, and recommends that the Commission engage with the sector on the possibility of use implementation of a system which is based primarily on the defence of ceiling prisk management instruments such as the futures markets to take advantage of the volatility in the sector to increase its competitivenesces in the fresh and processed products sectors that account for the bulk of the value added in the sector, and which is apt to limit the impact of the volatility of dehydrated milk prices on producers. Such a mechanism must involve public authorities, producers, processors and distributors;
