Recommends that, given the importance of high quality early childhood education, which is known to correlate with better learning outcomes and to lay the foundations for later social integration, the education of vulnerable Roma pupils should start as early as possible, preferably at the age of three and earlier, by including them in affordable, accessible and inclusive early childhood and childcare services; urges Member States to develop and implement strategies and programs aimed at facilitating the access of Roma to childcare facilities, schools and universities;

4. Insists that Roma children should stay in education until at least the end of upper secondary education; to this end, urges Member States to ensure sufficient financing so that mainstream education policies reinforce schools’ and teachers’ capacities to respond appropriately to Roma pupils’ learning needs; stresses the need to eliminateavoid grade repetition and reduce the dropout rate by providing both appropriate teacher training and early, regular and timely support for Roma pupils and students, including after-school learning;

Urges Member States to facilitate the transition between various educational pathways, including up to tertiary education, by providing adequate educational and career guidance and support programs, and offering financial assistance such as scholarship, grants and loans, in order to allow Roma youth to obtain the qualifications – including digital and entrepreneurial skills – they need for effective social and labour market integration;
