Recalls that Article 4(3) TEU establishes a duty of sincere cooperation and a mutual legal obligation for the Union and the Member States to assist each other in carrying out tasks which flow from the Treaties; recalls in this regard that Council should start negotiations with Parliament not from the moment when it considers that a majority or unanimity can be achieved but within a reasonable timespan from the moment a file has been transferred to its secretary; considers that the postponement of a decision on the modification of the European electoral law is against the duty of loyal cooperation and has a negative impact on the next composition of the European Parliament;

Proposes to establish a permanent mechanism for calculating the composition of Parliament and suggests, as it is done in the Council of the European Union, to give a mandate to Eurostat to produce updated statistics one month before the mid-term and a recommendation on the composition of Parliament based on these; commits to draw up its proposal to the Council on the basis of these technical recommendations;
