Notes the divergences in aims and focus between the Framework Programme and the ESI Funds; takes the view, however, that efforts must be made to maximise synergies at programme level; observes furthermore that effective joint use of the various funds depends on harmonisation of the rules, particularly for beneficiaries of funding;
