Believes that civic education and intercultural dialogue improves citizens’ understanding of the importance of social and political participation, while human rights education raises awareness of their own rights and teaches them respect for the rights of others; calls on Member States to draw up national plans of action for fundamental rights education and to implement the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education;
