Stresses the importance of special measures and support for employers, in particular SMEs, to encourage them to hire young people for their first job and, ensure their in-house training, as also for older workers, and offer career-development opportunities; recalls the importance of social responsibility on the part of employers towards all employees and towards society; believes that such social responsibility should also be required of institutions responsible for education and training;
