Recalls the Council Conclusions on a rights-based approach to development cooperation, encompassing all human rights, and urges the European Commission to step up its efforts in ensuring the effective implementation of a rights-based approach in order to strengthen the impact of EU's development and cooperation assistance. Future funding in terms of design and indicators should reflect more clearly a rights-based approach and take measurable steps towards women rights and gender equality;
