4a. Member States shall ensure that applicants with practical experience returning to the profession after a three year interval shall undertake any necessary retraining to establish their knowledge of recent developments in the profession.

The competent authority shall record in the electronic register referred to in Article 15 the name of the transport manager designated by the undertaking and an indication that he or she has not been declared unfit to manage the transport activities of an undertaking, the address of the establishment, the number of vehicles used and, if the authorisation is valid for international transport, the serial number of the Community licence and that of the certified copies.
