(11) Taking into account the future availability of the Trans European Services for Telematics between Administrations (S-TESTA) communications network or any alternative secure network operated by the Commission, the Commission should decide on the most appropriate technological platform for CIWIN and requireoffer end users tohe possibility of meeting the technical requirements established by the Commission.
