Takes the view that the transfer of powers under the subsidiarity principle is based on trust, and that the national parliaments are right to take the view that conferring tasks; emphasises, in this regard, the importance of safeguarding the independence onf agencies in which conflicts of interest are not managed in a satisfactory manner runs counter to the subsidiarity principle in terms of the effectiveness of action to protect citizensas well as analysing their funding from the EU budget in order to ensure that funding is appropriately and efficiently targeted;
