HighlightStresses that funding needs to be accessible for associations, NGOs, local and small civil society organisations that work most closely with girls and womenwhich are helping girls, women and LGBTIQ people in all their diversity; emphasises the key role of the neighbourhood, development and international cooperation instrument and stresses that administrative and implementation barriers should be avoided, since they might hamper the involvement of the most relevant actors; recalls the urgent need for significant funding for sexual and reproductive health and rights;

Welcomes the increased level of support for gender-responsive budgeting, the creation of specific gender indicators and the collection of gender-disaggregated data; expects the Commission to closely monitor the implementation of The Gender Action Plan III and to consult Parliament on the monitoring system;
