Notes with interest the Presidency Conclusions of the European Council of 19 and 20 June 2008 and their budgetary implications; considers that these budgetary requirements can only be addressed by having recourse to the means provided for by the IIA of 17 May 2006; underlines once again that new appropriations should be provided for new tasks;
