Improving the competitive position of Community coal 1. Research projects shall aim to reduce the total costs of mining production, improve the quality of the products and reduce the costs of using coal. Research projects shall encompass the entire coal production chain as follows: (a) modern techniques for surveying deposits; (b) integrated mine planning; (c) highly efficient, largely automated excavation and new and existing mining technologies corresponding to the geological characteristics of European hard coal deposits; (d) appropriate support technologies; (e) transport systems; (f) communication and information, transmission, monitoring and process control systems; (g) oriented to the needs of the consumer markets; (h) (i) 2. Research projects shall also aim to achieve scientific and technological progress with a view to gaining a better understanding of the behaviour and control of deposits in relation to rock pressure, gas emissions, the risk of explosion, ventilation and all other factors affecting mining operations. Research projects with these objectives shall present the prospect of results applicable in the short or medium term to a substantial part of Community production. 3. Preference shall be given to projects that promote at least one of the following: (a) integration of individual techniques in systems and methods and the development of integrated mining methods; (b) substantial reduction of production costs; (c) benefits in terms of mine safety and the environment. Research projects shall aim to reduce the social impact of the restructuring of the coal industry and the closure of coal mines in Europe and improve the quality of people in the regions hit by the crisis of the coal sector. Research projects shall encompass the entire coal industry restructuring process as follows: (a) Investigation of the necessary comprehensive policy approach in climate, employment, training, social and industrial policy for a just transition; (b) Evaluation of existing and possibly new financial support possibilities to manage labour market transitions, such as a European Fund for a just transition; (c) Special impact analysis of the particular, social, employment and economic challenges brought about by geographic concentrations in numerous regions throughout Europe; (d) Mapping of best practices in social dialogue, workers participation and accompanying measures for the transformation of the labour market and the employment structure in the region, e.g. via targeted agencies specialising on new employment opportunities, training and re-training; (e) Analysis of impact on vulnerable communities, including mitigation efforts to reduce the social and economic costs of transition and involve affected communities and the mining companies based on whole cost accounting including societal cost; power supply services, coal preparation techniques, coal conversion; coal combustion. 2. Research projects shall also aim to map best practices and achieve progress on the process to return to ecological balance and productive use of coal mines, once their mining use is finished. Research projects shall ensure effective rehabilitation of sites characterised by substantial land-use intervention, accumulation of rock and soil slag heaps and lower groundwater levels: (a) Decommissioning of above-ground facilities, buildings and equipment, including the demolition of power plants and mining machinery, and removal of associated waste. (b) Re-cultivation of the land to productive use, such as agriculture and forestry. (c) Remediation of contaminated sites. (d) Development of a self-regulating, water balance, including restoration of ground water to original levels; flooding of surface-mining depressions; and remediation of water quality. (e) Assurance of geotechnical and public safety, e.g. securing open pits and making above-ground land formations stable from landslides. (f) Creation of a master plan for future regional use of former mining activities. 3. Preference shall be given to projects that promote at least one of the following: (a) A n integrated approach to industrial restructuring, socially just labour market transition and environmental rehabilitation; (b) Substantial reduction of costs and environmental benefits for rehabilitation activities; (c) A regional concept for future economic development and the creation of green jobs with an adapted transformation of the employment structure;" Or. en

For the appointment of independent and highly qualified experts referred to in Article 18, Article 28(2) and Article 38, the provisions set out in Article 40 of Regulation (EU) No 1290/2013 (*) shall apply by analogy. Additionally, for expert groups as a whole, the Commission Decision C(2016)3301 final of 30.5.2016 establishing horizontal rules on the creation and operation of Commission expert groups, without prejudice to the results of the European Parliament resolution 2015/2319(INI) on Control of the Register and composition of the Commission`s expert groups.
