Recalls that the EU’s external financing instruments (EFIs) are a complex set of tools for the EU to support and enhance its action on the internationand reinforce its role on the global scentage, and that their complexity is coordinated by the Common Implementing Rules Regulation, which ensures a smooth and complementary approachflexibility at different levels, harmonised and horizontal regulation to the implementation of all instruments;
