Wishes to explore the possibilities of further EU financing in those areas; expects of the Commission to propose strong actions in support of the realisation of the Nabucco projecthat, if energy infrastructure investments are to be made with European money, they will have to be competition-neutral and they will have to supply Nabucco, Nord Stream and South Stream projects in an equal way; points out, in this context, the role of the energy enterprises and the European Investment Bank, bearing in mind, however, the issue of democratic accountability; asks the Commission to spend the money within the Union, thus promoting economic growth;

Emphasises that maximum care should be taken to ensure that the overall budgetary and staffing resources at the Parliament's disposal are used in the most cost-efficient way possible to enable the institution and its Members to fulfil their mission successfully; especially concerning their legislative work; reiterates that this implies careful planning and organisation of its working methods and, whenever possible, the pooling together of functions and structures to avoid unnecessary bureaucracy, functional overlaps, duplication of effort and, in order to rectify a typical error of big organisations, avoid producing the same information several times over because all actors were not aware, or could not access it, the first time around;
