Disagrees with the intentions of shifting appropriations between headings in the event of shortfalls under one heading, and favours instead finding long-term solutions; considers it more appropriate to address directly the insufficient category of expenditure in order to avoid hindering other expenditure areasRecalls the procedure laid down in point 23 of the IIA of 17 May 2006; recalls, nevertheless, that there have already been several changes reducing the margins available and that it is therefore difficult to finance new measures without fresh money;

20. Wishes to explore the possibilities of further EU financing in those areas; expects of the Commission to propose strong actions in support of the realisation of the Nabucco projecthat, if energy infrastructure investments are to be made with European money, they will have to be competition-neutral and they will have to supply Nabucco, Nord Stream and South Stream projects in an equal way; points out, in this context, the role of the energy enterprises and the European Investment Bank, bearing in mind, however, the issue of democratic accountability; asks the Commission to spend the money within the Union, thus promoting economic growth;
