(4d) When the environmental and health requirements for machinery for pesticide application are laid down the precautionary principle should apply, in keeping with the judgments handed down by the Court of Justice of the European Communities and the Commission Communication of 2 February 2000 on the precautionary principle (COM(2000)0001).

2.4.2 General Machinery for pesticide application must be designed and, constructed and equipped so that it can be operated, adjusted and maintained without damaging the environment unnecessarilyand human health unnecessarily. In that connection, due account must be taken of the requirements of the precautionary principle.
