Urges the Basel Committee and the Commission to ensure that, in consolidated capital calculations, both risk and capital are taken into account in a balanced manner (i.e. minority interest); and the holdings of regional cooperative and savings banks in their central institution are not hampered (i.e. no deduction from own funds);
