A. whereas, in 2015, 23.717.3% of the population and 12.5% of employed people over the age of 18 in the EU-28 were at risk of poverty and social exclusion1 in the EU-28 were at risk of poverty1; whereas according to Eurostat this indicator does not measure prosperity or poverty, but shows that an individual has - by comparison with other persons in the same country - a low income, which cannot necessarily be equated with a low standard of living; _________________ 1 Eurostat.
