Takes the view that a directive on soil would be an essential tool for adaptation, in particular in response to the risk of soil degradation and desertification; therefore urges the Member States to move forward towards the adoption of a directive on soilthe Commission should draw up recommendations for the Member States setting out measures to improve soil quality and prevent desertification;
