Calls on the Commission, therefore, to propose legally binding national targets for energy efficiency now, taking into account the individual starting points of the Member States, their economic performance and early action undertaken in the fieldreview the European targets for energy efficiency and ensure that targets are translated fully into practice in the Member States;
