Is convinced that a change of attitude is needed within the competent authorities, moving from an administrative and veterinary approach towards a policing approach, based on the experience of the Danish Food Administration’s ‘flying squad’ and of the Arma dei Carabinieri and the Guardia di Finanza in Italy; (In stresses that such an approactice it is often difficult to deal correctly with violations of food law because the competenth depends on designated courts being staffed by judges lackwith expertise in this area of law and their assessment of the facts is therefore inadequate. Ideally, designated courts would have special competence to deal withfood law; Or. de this area of law.)
