5. Stresses that, since Parliament’s last report, the situation, far from improving, has deteriorated even further; firmly insists, therefore, on the formal suspenstermination of accession negotiations with Turkey, in order for both sides to review in a realistic manner the appropriateness of the current framework and its ability to function, or, if necessary, to explore possible new models for future relations;

Takes the view that the European Union needs to develop a long-term partnership with Turkey, based on mutual interest and respect but without a direct prospect of membership; insists that such a relationship must be balanced, reciprocal in its commitments and underpinned by one Association Agreement to cover economic and political relations and cooperation in several areas, including but not limited to migration, security and environmental protection, whilst reiterating the principles of democracy and rule of law; calls therefore on the Council to remove Turkey from the list of candidate countries;
