Highlights that the economic consequences of the COVID-19 outbreak will severely reduce the near-to mid-term fiscal room for manoeuvre for many Member States, undermining their ability to address pressing policy challenges, including promoting sustainable growth, tackling climate change, mitigating the social consequences of the health and economic crisis and enhancing resilience to future crises;

2. Considers that the agreements on the multiannual financial framework, Next Generation EU, the own resources (OR) decision, the Recovery and Resilience Facility (RRF) and the Rule of Law (RoL) regulation constitute a viable baseline for innovative policies and is convinced that the common issuance of bonds at EU level is a paradigm change in EU public finances which adds value by mutualising the outstanding credit rating of the EU budget based on its OR system;

Highlights that, beyond the three year commitment period of the RRF, an effective framework for EU common fiscal policy needs to be developed to be ready to face future external shocks; emphasises that, to carry democratic legitimacy, such framework needs to overcome the European Semester’s shortcomings in parliamentary accountability and lack of democratic oversight;

Points out the importance for the RRF to carry a lasting positive effect in the eyes of EU citizens and notes the risks to public acceptance that would result from the misuse of RRF funds; highlights in this context the importance of proper public consultation of stakeholders of the draft national plans, in particular with local and regional authorities, social partners and civil society organisations as well as the oversight and scrutiny of the use of RRF funds, which are ultimately secured by the EU budget;

Stresses the need for the recovery and resilience plans to deliver public goods like pandemic prevention and to contribute to implementing the European Pillar of Social Rights, the EU’s climate and biodiversity objectives, the digital and green transformation the United Nations Sustainable Development Goals and the Gender Equality Strategy; highlights the need to improve the resilience of public institutions to shocks, in order to guarantee the functioning of government and administration as well as public services during exceptional circumstances;
