1. WelcomesTakes note of the gender action plan III (GAP III), and in particular, the commitment of 85 % of the EU’s official development aid (ODA) being allocated to programmes having gender equality as a significant or as a principal objective; calls for 20 % of ODA in each country to be allocated to programmes having gender equality as one of its principal objectives; expects no ODA spending to counter gender-equality achievements; emphasises the need for coordinated and coherent EU action and calls for close cooperation with other actors;

Highlights that funding needs to be accessible for local and small civil society organisations that work most closely with girls and women in all their diversity; emphasises the key role of the neighbourhood, development and international cooperation instrument and stresses that administrative and implementation barriers should be avoided, since they might hamper the involvement of the most relevant actors; recalls the urgent need for significant funding for sexual and reproductive health and rights; stresses the need for closer monitoring of beneficiaries; points out that the EU needs to closely monitor the use of these funds; points out that the European Parliament must be kept informed of how funds are used;
