(15) In order to achieve the Union-wide reduction targets (‘Union 2030 reduction targets’) as well as national 2030 reduction targets, it is necessary to increase the availability and use of biological control and other non-chemical alternatives. Availability of these alternatives will require an accelerated approval procedure, which relies upon i.a. sufficient expertise at EU and Member State level. Recognizing that this expertise is not yet sufficiently available, Member States and the Commission should consider providing further funding for training on relevant issues related to the approval procedure of biological control. Furthermore, the Commission should in regard to accelerating access to biological control consider making use of Article 30 of Regulation 1107/2009. Availability of these alternatives will incentivise the adoption of low pesticide- input pest management practices such as organic farming.
