1. Welcomes the Commission’s proposal to revise the Trans-European Transport Network (TEN-T) Regulation to reflect outermost regions’ connectivity needs and specificities, and to make them eligible for support from the Connecting Europe Facility, ask to remove the 200 kilometres minimum distance limitation for outermost regions to allow TEN-T funding of projects between islands;

2. Points out that, taking into account the dependence of the outermost regions on air connections, flights from those regions to the mainland of their respective Member States should be exempt from the EU Emissions Trading System until 2030, calls to take into account the impact of the pandemic on regional airlines to allow derogations foreseen in article 349 of the Treaty on competition rules, and calls on the Commission to take into account the regions’ specific characteristics in the revision of all relevant legal acts;

3 bis. Calls for a significant reinforcement of budget lines linked to cohesion, namely those that can contribute to public investment in sustainable mobility options and transport infrastructures; highlights, in this context, that there is an urgent need to support the outermost regions, namely through the Programme of options specifically relating to remoteness and insularity (POSEI) , and calls for the creation of a POSEI Transport, as additional support to compensate for the cumulative disadvantages and impairments suffered by the outermost regions;
