Is concerned by recent reports of alleged cases of high-level conflicts of interest and land- grabbing by oligarchs with possible facilitation by governmin some Member States; notes that with reference to land ownership, it is first and foremost for the relevant authorities of the Member States to act and to put the necessary systems in place to prevents and public authorities; calls on the Commission to increase efforts to prevent and detect fraud; urges the Commission to be extra vigilant on rule of law mattersavoid fraud; highlights that all allegations or suspicions concerning fraud and the misuse or mismanagement of Union funds should be addressed to OLAF; in this regard notes the importance of a transparent and strong governance system and further calls on the Commission to increase efforts to prevent and detect fraud;
