Projects involving solely distribution system operators without the direct involvement of transmission system operators can be involved only with the support of the transmission system operators in the form of a letter of intent, of at least two Member States, that are closely associated to the project. A project covers at least 50000 users, generators, consumers or prosumers of electricity, in a consumption area of at least 300 GWH/year, of which at least 20 % originate from variable renewable resources;
