Stresses the importance of the use of the EU Charter of Fundamental Rights' byeing borne in mind in Member States at a national level by national courts and through inclusion in legislative procedures; regrets that there has only been a limited attempt at promoting the application of its provisions, even though it is an obligation stated in Article 51 of the Charter;
