Notes that the existence of different legal and institutional frameworks creates additional obstacles to project implementation; recalls that administrative procedures can be complex and time-consuming, a fact which can discourage local and regional authorities from participating in territorial cooperation; calls on the Commission to simplify these procedures, thereby making them more accessible and transparent;

Stresses that incompatibilities exist between states when it comes to the competences of authorities, as well as frequent changes in regional authorities, which can cause delays; believes that dialogue between local authorities should be encouraged and the participation of civil society in territorial-cooperation projects should be fostered, involving non-governmental organisations, social enterprises and other stakeholders;
