Stresses, with regard to this problem, that all Member States lack harmonised minimum standards to protect journalists, academics, civil society and NGOs and to ensure that fundamental rights are upheld in the Member States; Points out in this respect the need for concrete measures towards a safe environment for journalists and media workers;
