Draft amending budget No 1/2019: surplus from 2018 (A9-0005/2019 - John Howarth)

I support this report. I welcome the competition antitrust authorities and actions.According to the Commission, the competition fines in 2018 accounted for EUR 1 149 million. Besides any surplus resulting from under-implementation, the Union budget should be enabled to re-use any revenue resulting from fines or linked to late payments without a corresponding decrease in GNI contributions. The EP recalls its position in favour of increasing the proposed Union reserve in the next Multiannual Financial Framework by an amount equivalent to the revenue resulting from fines and penalties.

Draft amending budget No 2/2019: reinforcement of key programmes for EU competitiveness: Horizon 2020 and Erasmus+ (A9-0004/2019 - John Howarth)

. ‒ I support this report. Improvement in our transport system and cross-border education programmes has to be welcomed and reinforced.Within the Horizon 2020 reinforcement, the Commission has proposed to allocate an additional EUR 34.6 million to Horizon 2020, achieving a European transport system that is resource-efficient, environmentally friendly, safe and seamless to reinforce the 2019 actions against climate change, in particular batteries, green vehicles and greening aviation.It is also proposed to strengthen research in future and emerging technologies to increase the amount for ‘Breakthrough zero-emissions energy generation for full decarbonisation’ and ‘Energy and climate-change-related technologies’.I also welcome reinforcement of Erasmus+ for its core mobility activities, in particular in the fields of higher education and vocational education and training, as well as for centres of vocational excellence. It is also proposed that part of the reinforcement go to European universities, a recent and fundamental action developed within the framework of the European Education Area, by 2025, to foster excellence, innovation and inclusion in higher education across Europe.

The UK’s withdrawal from the EU (B9-0038/2019, B9-0039/2019)

I support this resolution. At the heart of my preoccupations and at the heart of all politicians’ responsibilities, both in the UK and in Europe, should be the rights and lives of citizens that will be affected by Brexit: whether a no—deal Brexit or a Brexit with a deal. Politicians should keep this as priority number one.This resolution recalls that safeguarding the rights and life choices, including the employment status and social entitlements, of EU citizens resident in the UK and British citizens resident in the EU27 remains its first priority and that all endeavours should be undertaken to try to ensure that those citizens are not affected by the UK’s withdrawal from the EU.It encourages the UK and the EU27 to adopt measures that provide legal certainty for EU citizens resident in the UK and British citizens resident in the EU27 and recalls its position that the EU27 should pursue a consistent and generous approach in protecting the rights of British citizens resident in the Member States.

I of course support this. People and countries without memory cannot have a healthy future. We have had a very dark recent history, and young generations should be reminded and educated about it – this is our responsibility and duty.The legacy of Nazism, Stalinism, the Franco regime and the other dictatorships Europe has experienced in its modern history underscore just how important, valuable and, at the same time, fragile democratic values and civil liberties are. By commemorating the victims, reflecting on the causes of Europe’s dark past and recalling moments from which we can draw inspiration, such as the peaceful civic resistance and democratic revolutions which led to the fall of dictatorships in southern and central Europe, as well as myriad other actions, Europeans – particularly younger generations – can draw lessons for the present and the future. There is a lot of work that remains to be done in this respect.

State of implementation of anti-money laundering legislation (B9-0045/2019, B9-0046/2019)

While the European single market fostered free trade, it also helped to create the conditions for the free movement of other things and people, such as criminals, terrorists, the proceeds of crime and funds for terrorism. Therefore, I salute the fact that this anti-money laundering initiative will better equip the Union to prevent the financial system from being used for money laundering and for funding terrorist activities by increasing the transparency around beneficial ownership information, regulating virtual currencies and pre-paid cards to better prevent terrorist financing, and boosting the powers of the institutions in charge.However, I would like to make sure that this tool is, and will not be, used in different Member States – including Romania – to target political opponents for political reasons.

I support This resolution.The Eurojust-Serbia Cooperation agreement follows the model of similar agreements concluded by Eurojust in the past (for example, Eurojust-FYROM, Eurojust-US, Eurojust-Norway, Eurojust-Switzerland, Eurojust-Albania, and most recently Eurojust-Georgia). The purpose of such agreements is to foster cooperation as regards combating serious crime, especially organised crime and terrorism.To get better results in this field we can only increase cross border cooperation and be more transparent in the exchange of information between our agencies and services.

Parliament supports the mobilising of the Flexibility Instrument for the financial year 2019 beyond the ceiling of heading 1a (Competitiveness for Growth and Jobs) by the amount of EUR 178 715 475 to reinforce key programmes for the competitiveness of the EU and beyond the ceiling of heading 3 (Security and citizenship) by the amount of EUR 985 629 138 to finance measures in the field of migration, refugees and security. We need to put forward the means and money if we want to face the challenges the EU faces today.

Foreign electoral interference and disinformation in national and European democratic processes (B9-0108/2019, B9-0111/2019)

I supported this resolution. I condemn attempts by state and non-state actors from third countries to exert influence on decision-making in the EU and its Member States.Foreign interference can take a myriad of forms, including disinformation campaigns on social media to shape public opinion, cyber-attacks targeting critical infrastructure related to elections, and direct and indirect financial support of political actors. I condemn such practices, which aim to alter normal democratic processes and overturn results by third parties which have their own agenda and interests.

Multiannual Financial Framework 2021-2027 and own resources: time to meet citizens' expectations (B9-0110/2019, B9-0112/2019, B9-0113/2019)

The new Multiannual Financial Framework 2021-2017 should give an answer to the big challenges ahead of us in Europe. It puts facts and numbers on the vision and priorities the EU wants to deliver and achieve. When people see the numbers, they realise what is deliverable and achievable, and what’s not. I welcome the fact the Commission is proposing significant increases in funding for research, development and innovation. These are indeed positive investments for the future. But, I deeply regret the drastic cuts on the Common Agriculture Policy (-15%) and on Cohesion policy (-10%). For the most recent members of the EU, that didn’t yet reach the pace of the others, funds to the agriculture sector is and will be an essential element in my final assessment of the MFF. If we want to have an ambitious green sustainable PAC and if we want our farmers to survive further competition coming with the Mercosur deal for example we need to support this core backbone of our societies. If we fail to do so, we might face the big risk of Euroscepticism arising in rural areas of Europe, which might feel abandoned by the institutions they look up to today.

Employment and social policies of the euro area (A9-0016/2019 - Yana Toom)

I supported this resolution. It calls on Member States to follow recommendations to shift taxation away from labour to other factors that are less detrimental to sustainable growth.It recalls that considerable divergences in employment persist between countries, regions and population groups, which creates countries, regions and population groups whose main or even only competitive advantage on the EU labour market is low income and/or indecent labour conditions. It stresses that the Member States and the Commission should ensure the implementation of specific employment policies to address the constraints and difficulties experienced by regions at a demographic disadvantage, such as depopulated or sparsely populated regions, with a special focus on the agricultural sector, with the aim of fostering their capacity to create employment and added value in rural areas. It considers it necessary to increase employment rates and income and promote decent job creation in order to achieve the Europe 2020 goal of an employment rate of at least 75 %.It cannot be a one—size—fits—all strategy, but the specific needs of each Member States and regions should be closely studied.

The proposed changes will specify that redundancies resulting from the withdrawal of the United Kingdom from the Union without a withdrawal agreement fall within the scope of the European Globalisation Fund (EGF). The Commission proposal is intended to give a political signal that the EGF could respond effectively by offering assistance to workers made redundant in areas, sectors, territories or labour markets suffering serious economic disruption due to the withdrawal of the United Kingdom from the Union without a withdrawal agreement. The proposal does not modify the maximum annual amount of the EGF.

From the date of withdrawal, the United Kingdom will be a third country: its territorial waters and those of its exclusive economic zone will no longer be part of the waters of the Union.In the absence of a withdrawal agreement (and pending any possible future agreement between the Union and the United Kingdom regarding fisheries), fishing vessels of the Union will lose their fishing access rights in the waters under the sovereignty or jurisdiction of the United Kingdom. By the same token, British fishing vessels will no longer have access to EU waters from day one of a no-deal Brexit.The absence of a common arrangement does not, as such, prevent the United Kingdom and the Union from granting individual access to one another’s waters and issuing fishing authorisations, to that end, to vessels of the other party.These contingency measures are needed for best Brexit preparations.

Implementation and financing of the EU general budget in 2020 in relation to the UK's withdrawal from the EU (A9-0018/2019 - Johan Van Overtveldt)

. – I support this report. While there is a general understanding that an orderly withdrawal of the United Kingdom (UK) from the Union on the basis of the Withdrawal Agreement is the best outcome, the EU continues to prepare for all possible outcomes, including a withdrawal without an agreement. A withdrawal without an agreement would leave the budgetary relations between the Union and the UK without agreed legal arrangements. This would create considerable uncertainty and difficulties for the implementation of the Union’s budgets for 2019 and 2020, for all UK beneficiaries and in some cases also for beneficiaries of the other Member States.The purpose of this proposal is to extend to 2020 the contingency framework under Regulation (EU, Euratom) 2019/1197 approved by the European Parliament on 17 April 2019. The aim is to minimise the most significant disruptions for beneficiaries of EU spending programmes and other actions at the time of withdrawal and until the end of 2020.

. ‒ I support this report. The Commission adopted on 19 December 2018 proposals for a number of contingency measures to ensure basic connectivity between the Union and the United Kingdom, including proposals for regulations ensuring basic road connectivity 3 and basic air connectivity 4.In line with the principles underlying the contingency measures, both Regulations are limited in scope and are intended to apply for limited periods of time (eight weeks). In view of the initial date of withdrawal, Regulation (EU) 2019/501 applies until 31 December 2019, also in view of possible arrangements for basic connectivity to be made in the multilateral quota system of the European Conference of Ministers of Transport (ECMT). Taking into account the seasonal specificities of the aviation sector and to facilitate the provision of air transport services, the period of application of Regulation (EU) 2019/502 was aligned to the expiry of the IATA winter season 2019/20.

I support and welcome this resolution. The unfortunate collapse of Thomas Cook has had social consequences for many employees, but also negative consequences for the many European citizens who booked a holiday with it.Paradoxically, in these Brexit times, it is worth remembering that the EU Package Travel Directive guarantees money-back and repatriation in case of bankruptcy. Organisers of packages must take out insolvency protection. This guarantee covers refunds and repatriation in case organisers go bankrupt. This guarantee applies also to linked travel arrangements. The Directive also provides clear rules on liability: the organiser of the package is liable if something goes wrong, no matter who performs the travel services.

I express my gratitude to people saving less fortunate desperate people in the Mediterranean Sea.This text is a reminder that international organisations active on the ground are proactively working in order to evacuate swiftly people in need of international protection held in detention centres in Libya.It calls on the Member States to step up their efforts to set up voluntary resettlement schemes as an alternative to unsafe migration pathways for those migrants who are in real need of international protection to come to the European Union.

It is my firm belief that a law that would ignore sexual education in school would only create more chaos. On the one hand, young people would get misinformed. This would put their safety and wellbeing at risk and would make them even more vulnerable to sexual exploitation. On the other hand, limiting sexual and reproductive rights would also set a dangerous precedent and it would only trigger social unrest.

Ukraine is an important geopolitical and geostrategic partner of the European Union. The EU has continuously acknowledged it on several grounds, also – among others – by providing Macro Financial Assistance to assist Ukraine in the road of political and economic transition. This proves the EU’s commitment to achieve the objectives of the European neighbourhood policy, namely political and economic stability.At the same time, the Commission started and did negotiations with Ukraine in order to eliminate the risk of distorting the EU market by the unlimited duty-free imports from Ukraine and to find a solution by amending the trade preferences for poultry meat and poultry meat preparations.I welcome this agreement reached.

I fully support this resolutionIt recalls that children’s rights should be at the heart of EU policies and that the 30th anniversary of the CRC provides a unique opportunity to ensure its full implementation in policy and in practice, and to take additional measures to ensure respect for the rights of every child, in particular the most vulnerable.It condemns all forms of physical or mental violence against children, including sexual abuse, online violence, forced marriage, child labour, prostitution, human trafficking and organ trafficking, smuggling of migrant children, torture, honour killing, female genital mutilation, recruitment, conscription, deprivation, neglect, malnutrition and the use of children as soldiers and human shields.Children are the future, protecting their rights and educate them, is essential to give a chance for a better World to exist.

EU/USA Agreement on the allocation of a share in the tariff rate quota for imports of high-quality beef (recommendation) (A9-0038/2019 - Bernd Lange)

In a time when trade disputes could potentially jeopardise our European agriculture, which is already facing more challenges than ever, as a full member in the Committee on Agriculture and Rural Development I firmly belief this agreement between EU and USA on the allocation to the United States of a share in the Tariff Rate Quota for high quality beef referred to in the revised Memorandum of Understanding is the best way to protect the European farmers’ interests, especially those dealing with the beef sector. What is also important is that the overall volume of beef coming into the Union will not increase, so there is no impact on beef supply to the Union.

EU/USA Agreement on the allocation of a share in the tariff rate quota for imports of high-quality beef (resolution) (A9-0037/2019 - Bernd Lange)

I vote in favour of this agreement with the US on the allocation of a share in the Tariff Rate Quota for high-quality beef, firstly because it sets a positive precedent of how such a longstanding trade dispute can reach a favourable negotiated solution for both the EU and the US. I also think that the EU must do everything in its power to dilute and ease current and future trade tensions. However, I express my strong disappointment regarding the unwillingness of our American trade partner to solve the long-standing Airbus/Boeing dispute, which will affect both the European aviation sector and numerous agri-food products. I hope, though, this solution regarding the Tariff Rate Quota for high-quality beef will send a strong message and the US will consider revoking its unilateral additional tariffs on steel and aluminium in the near future.

Free elections and the right to vote are, in my opinion, the cornerstone of any democratic society. Therefore, given the fact that the EU and the international community is still concerned about the unjustified interruption during the vote counting, indicating a possible biased approach of the Electoral Commission observers, I voted in favour. I think it is our duty to denounce the lack of transparency by the Bolivian authorities, to express our rejection of the violent protests where 32 people lost their lives and to take all necessary measures in order to condemn such behaviour.

This would only add to the fact that the UN Environment Programme report warns that unless global greenhouse gas emissions fall by 7.6% each year between 2020 and 2030, the world will miss the opportunity to get on track towards the 1.5 degrees Celsius temperature goal of the Paris Agreement. Therefore, I voted in favour, as I firmly believe we must urgently take concrete action to fight this threat before it is too late.

2019 UN Climate Change Conference (COP25) (B9-0174/2019)

I supported this report.It acknowledges that the serious risks of climate change are at the heart of people’s concerns and recalls that according to the 2019 Eurobarometer survey, 93% of EU citizens see climate change as a serious problem.It welcomes the fact that people across the world, and the younger generation in particular, are increasingly active in fighting for climate action.We must listen to their calls for greater collective ambition and swift action in order to meet the goals of the Paris Agreement and not to overshoot the 1.5 °C limit.I want to remind that biggest polluter such as the USA and China are not part of the Paris agreement and that is a fact. Europe can be a leader but cannot solve climate change alone.I also want to stress that not all EU Member States are the same. Every country has its history and economic developments. Some Eastern European countries might need more time for an energy clean transition.When it comes to Nuclear, I want to stress that I am sceptical of the calls wanting to end nuclear tomorrow. A gradual phasing out should be considered taking into account each country specificities.

As a member of the Committee on Agriculture and Rural Development, I voted in favour as I want to express my deepest disagreement with the fact that European farmers will have to pay the biggest price in a fight they have nothing to do with. It is even more alarming because it is the second such dispute in our recent history, after the Russian embargo, where farmers have been the victims of a non-agricultural trade dispute. Thus, I consider it is urgent to use all the tools at hand in order to deal with the upcoming disturbances that will arise in the internal market.

First of all, this proposal has been approved by the Committee on Agriculture and Rural Development without opposition. The Commission adopted the proposal on 31 October and Council approved it on 25 November. Parliament´s approval of the proposal under the simplified procedure without amendments allows the measure to take effect quickly.This is due to the fact that the text puts in place transitional arrangements which will allow the finances to be available for the CAP to continue for the year 2021 and to allow Member States flexibility for use of funds between the two pillars of the policy.The aim of this proposal is to provide financial certainty and continuity for the different forms of support under the CAP and particularly for direct payments to farmers, ensuring the smooth transition from the current CAP to the new one and allowing for continuity after the end of the current funding period and before the new CAP comes into force.

EU-Gambia Sustainable Fisheries Partnership Agreement and the Implementation Protocol thereto (A9-0026/2019 - Carmen Avram)

The Republic of The Gambia is one of the smallest countries in Africa. However, its fishing potential is rather big. Although this resource could turn into a great opportunity, Gambia’s fishing sector contributes little to the economy. This is due, among other things, to the lack of a sustainable management of its fisheries resources, coupled with the lack of structural support, the lack of up-to-date scientific research and the illegal, unreported and unregulated fishing (IUU).As a rapporteur for this partnership, I stressed the fact that the agreement covers the cooperation in the fight against IUU fishing and the promotion of the blue economy, including aquaculture.Secondly, I took into account the fact that Gambia has committed to become a member of the International Commission for the Conservation of Atlantic Tunas (ICCAT). Last but not least, the structural support of the partnership will help the country develop the fishing sector.For all the above-mentioned reasons, I voted in favour.

EU Pollinators Initiative (B9-0233/2019)

I welcome the attempt to address the decline of pollinators in the European Union, as this will put in danger more sectors of our economic, social and environmental daily activities than we could think of. That is why we need to take urgent action to protect and restore populations of honeybees, solitary bees, butterflies, ladybirds and other pollinators.It sets long-term objectives and short-term actions: improving knowledge of pollinator decline, its causes and consequences; tackling the causes of pollinator decline; and raising awareness, engaging society at large and promoting collaboration.This is why I welcome the rapporteurs’ position, considering that further research on the cause of bee decline is of the utmost importance and that support for the training of beekeepers is required. This is why I voted in favour of the resolution as a whole.When it comes, though, to agriculture, I believe we should prepare ourselves for a smooth transition to a pesticide-free agriculture, with no use of neonicotinoids, especially since Romania is one of the biggest honey producers in the EU, a sector affected by these products. However, an abrupt ban would only create disequilibrium for the farmers, and alternatives are much more expensive.

Otherwise, we risk not only failing to reach the ambitious objectives, but also deepening the gap between European blocks of countries.

I fully support this report. The EU as global actor must set standards and set the example in the field of Democracy and Human Rights respect all over the World. The report expresses its deep concern at the attacks on democracy and the rule of law worldwide in 2018, which reflect the rise of authoritarianism as a political project, embodying disregard for human rights, repression of dissent, politicised justice, predetermined election results, shrinking space for civil society to operate in, and limitations on freedom of assembly and freedom of expression; underlines the importance of civil society. It calls for timely and effective responses to regimes that violate international law, human rights and democratic principles.

. ‒ I support the proposal and idea of a single common charger for mobile radio equipment. It makes sense environmentally and also facilitates the life of our EU citizens.Almost every household in the EU is believed to have accumulated several old chargers, which according to estimates generates more than 51 000 tons of electronic waste per year. Consumers are obliged to buy new chargers with all new devices. When travelling, they are effectively forced to carry with them different chargers for similar devices. This restricts EU citizens’ freedom of movement, full participation in society and causes an unnecessary environmental footprint.I listened to some criticism and worries about limiting innovation by certain mobile company manufactures but frankly, as we speak, I don’t see these innovation risks coming from a single charger. Consumers still pay an expensive amount for their mobile device and therefore already contribute and pay for the innovation.

The aim of this draft Commission regulation is to seek to limit the level of lead where used as a stabiliser in polymers or copolymers of vinyl chloride (PVC).It is important to remind that lead is a toxic substance that can cause serious health effects, including irreversible neurological damage, even at low doses. There is no safe level for lead, lead is also harmful to the environment: it is very toxic to aquatic life and persists in the environment for long periods.

An EU strategy to put an end to female genital mutilation around the world (B9-0090/2020, B9-0092/2020)

I fully support this resolution. FGM is one of the most widespread and systematic violations of the human rights of women and girls. International law recognises FGM as a violation of human rights. The Convention on the Elimination of All Forms of Discrimination Against Women and the Convention on the Rights of the Child calls on states to eliminate harmful traditional practices, and the African Union Protocol to the Charter on Human and People’s Rights on the Rights of Women in Africa explicitly calls on states to prohibit and condemn FGM through the enactment of laws that aim at its elimination.Each year, almost 3 million girls risk undergoing FGM and between 100 and 150 million women have already been subjected to FGM. With varying prevalence, FGM is practised in 28 African countries, in the Arabian Peninsula, the Middle East, and South and Southeast Asia. Historically it has been committed in Europe and North America, and immigration has reintroduced it in these countries, as well as in Australia, New Zealand and areas of Africa where it was not previously established.FGM is harmful and traumatic both physically and psychologically. Europe must do its outmost to stop this practice.

Automated decision-making processes: Ensuring consumer protection, and free movement of goods and services (B9-0094/2020)

I welcome this resolution, in particular I want to recall that automated decision-making systems rely on gathering large amounts of data. I believe that the regulation on the free flow of non-personal data will help to make more data available across the EU, thereby enabling innovative data-driven services to be created.The resolution notes the potential of data sharing not only from public but also private sources in this regard, while emphasising the imperative of protecting personal data under the GDPR. It stresses the importance of using only high-quality and unbiased data sets in order to improve the output of algorithmic systems and boost consumer trust and acceptance.

Proposed mandate for negotiations for a new partnership with the United Kingdom of Great Britain and Northern Ireland (B9-0098/2020)

I supported this resolution and hope we can have a ambitious free and fair trade deal with the UK. The future association and trade agreement is and should be mutual beneficial for both parties. The level playing field and social and environmental high standards should be maintained and guaranteed. The rights of all citizens both living in Europe and the ones remaining in the UK should be safeguarded. In particular I think of the Romanian residents in the UK, who are citizens working and contributing to the UK economy. I call on the British authorities to safeguard their rights.

I of course defend the independence of the ECB and its primary objective of maintaining price stability. I welcome the ECB’s future contribution against climate change. The resolution recalls that, as an EU institution, the ECB is bound by the Paris Agreement on climate change and that this should be reflected in its policies, while fully respecting its mandate and its independence.I also take note of ECB President Christine Lagarde’s declaration of 4 September 2019, in which she endorsed ‘a gradual transition to eliminate carbon assets’ from the ECB’s portfolio and welcomed the ECB’s participation in the Network for Greening the Financial System (NGFS) and commitment to help identify and measure the financial system’s exposure to climate‑related risks and foster a greener financial system acting in full respect for the ECB’s price stability mandate and other objectives.Moreover, the resolution underlines the importance of developing truly European payment systems that are immune from external disruptions (including political ones) and calls on the ECB to continue its work on the Pan-European Payment System Initiative (PEPSI) project with the aim of preserving the EU’s sovereignty and economic efficiency for all users and providers, as well as ensuring fair competition.

The illegal trade in companion animals in the EU (B9-0088/2020)

I support this resolution. It calls on the Commission to draw up a cross-sectoral EU action plan to address the illegal trade in companion animals in the EU. I call for a study of the specificities of each Member States as they are not all at the same level or have the same situation.The resolution aims at a harmonised, EU-wide system of mandatory identification and registration of cats and dogs as a crucial and necessary first step in the fight against illegal trade in companion animals and notes that registration and identification are key conditions for control, enforcement and traceability. It considers it essential for companion animals to be microchipped by a veterinarian and recorded in a national animal identification and registration file to ensure their effective traceability.

. ‒ I supported this resolution as it calls for: stepping up efforts for greater inclusion of women in the labour market and improved support for female entrepreneurship, given that they are key factors behind achieving long-term inclusive economic growth, combating inequalities and encouraging women’s financial independence; and for measures to be taken to address women’s unemployment, particularly their long-term unemploymentIt also condemns all forms of gender-based violence and the fact that women and girls continue to be exposed to psychological, physical, sexual and economic violence, including domestic violence, sexual harassment, cyber—violence, stalking, rape, early and forced marriage, female genital mutilation (FGM), crimes committed in the name of so-called ‘honour’, forced abortion, forced sterilisation, sexual exploitation and human trafficking, and other forms of violence that constitute a serious violation of their human rights and dignity.

Allocation of slots at Community airports: common rules

. – Following the outbreak of COVID-19 pandemic, a new worrying phenomenon emerged: ‘ghost flights’. Despite a significant decline in passenger demand, who followed the instructions to cancel their trips, empty planes started flying our skies. Even though this would not make any economic sense, companies kept flying their planes only to secure their slots for next year. This is of great concern, as it not only causes needless carbon emissions, but it also deepens the economic crisis the aviation industry is going through right now. In this sense, while air carriers are experiencing a 40-60% year-on-year drop in forward bookings for the period March-June 2020 for non-Italian routes, bookings on Italian routes have dropped by over 50% in early March 2020 with load factors as low as 40%. Therefore, I voted in favour of the Commission proposal to temporarily alleviate airlines from their slot usage obligations under EU law without losing their rights. It is my firm belief this exceptional situation we have all been thrown in, could only be tackled by a firm, strong and urgent set of exceptional rules. If we are to defend our companies, our industries and our citizens, we have to act accordingly. The European Union should send a clear-cut message that under these unforeseen circumstances, no one, either citizens or company, is left behind.

Specific measures to mobilise investments in the health care systems of the Member States and in other sectors of their economies in response to the COVID-19 outbreak (Coronavirus Response Investment Initiative)

. – ‘The coronavirus pandemic is a human tragedy of potentially biblical proportions’, a former ECB chief has said and this is just one way to describe the unprecedented situation the EU is going through right now.Over the night, the Coronavirus pandemic has changed everything we knew before: the economic activity has been sharply reduced, businesses have started to struggle, and the citizens have been advised to stay at home in order to prevent the spread of the new virus. Actually, the EU is at war and we all must fight this war accordingly.In order to do so, interventions are needed in the health care systems, for small and medium enterprises, for the labour markets and for every vulnerable industry. This is why I welcomed the Commission’s proposal for a ‘Coronavirus Response Investment Initiative’, and I voted in favour of releasing liquidities of more than EUR 37 billion into the market to fight the crisis immediately.However, I believe this money would not be of much help, if we are not simultaneously going to change the paradigm and reprioritise our policies, values and strategies on the long term. The world has changed, and so the EU has to adapt to the new economic realities.

Financial assistance to Member States and countries negotiating their accession to the Union that are seriously affected by a major public health emergency

. – In order to fight the COVID-19 crisis, the EU Solidarity Fund (EUSF) plays an important role in manifesting EU’s solidarity towards Member States and help them successfully tackle the emergency situation.However, given the fact that the EUSF has been initially designed to cope with major natural disasters, it has been observed it cannot be used for the COVID-19 pandemic. This is why, the European Commission’s proposal to adapt its scope and to include major public health emergencies like the one we are all facing, has been the right solution in order to enable financial assistance for all Member States under this fund. This will include assistance to the population in case of health emergency crisis, including medical, and any other necessary measures to contain the further spreading of an infectious disease.Apart from enlarging its scope, I also welcome the proposals to increase both the advance payments of the expected EUSF contribution and the total level of appropriations for EUSF contribution in the annual budget. I firmly believe these are most needed kind of measures in such critical times and for all the above-mentioned reasons I voted in favour.

Specific measures to mitigate the impact of the COVID-19 outbreak in the fishery and aquaculture sector

. – Following the public health emergency related to the coronavirus pandemic, both the European aquaculture and fishery sector have been severely impacted, and both the short and long term effects are expected to be devastating. Therefore, I welcome the final adoption of this legislative proposal which will provide much needed support to fishermen and aquaculture farmers.On the one hand, the proposal allows aid for those fleets forced to stay in the port due to quarantine measures, operational problems or market disruptions. On the other, it compensate the financial losses for aquaculture farmers as a result of the abrupt loss of sales. Last but not least, it support to producer organisations and associations of producer organisations for the storage of fishery and aquaculture products, in accordance with the Common Market Organisation.

EU coordinated action to combat the COVID-19 pandemic and its consequences

. – I firmly support this resolution. This exceptional crisis calls for exceptional financial means. It also calls for new innovative instruments.The new revised Multiannual Financial Framework has to be extraordinary and double the amounts originally planned. The financial package of the Eurogroup on the table is a first positive step, but now we need facts and means. I hope EU leaders will deliver concrete numbers for the recovery fund in particular next week.I support the recovery bonds, guaranteed by the EU budget, and the idea of real European solidarity, which is a mutualisation of part of new debt created by extraordinary costs of this crisis in months to come.I also support the call for better coordination and information-sharing between Member States regarding border closures and restrictions, including green lanes to protect supply chains, and the agricultural and fisheries references of the resolution, which I consider must be emphasised more in future resolutions.Also, I believe EU-wide stockpiling of essential medical equipment, material and supplies, the provision of test kits for heavily affected regions, efficient and flexible joint procurement for medical supplies, and strengthened public health agencies (ECDC, EMA) through the mobilisation of all public health tools available at European level are of the utmost importance in these times.

Amending the International Convention for the Conservation of Atlantic Tunas (ICCAT) - Protocol (A9-0089/2020 - Rosanna Conte)

. ‒ Given the worrying status of most of the fishing stocks in the European Union’s (EU) waters, the International Commission for the Conservation of Atlantic Tunas (ICCAT), which the EU is a member of, is the body established to ensure the sustainable management of marine biological resources managed by it. However, it broadens its scope by explicitly including other species such as sharks and rays and thus providing ICCAT with a comprehensive legal basis as regards their protection.What is more, its principles, objectives and strategies are fully in line with the objectives of the common fisheries policy.Therefore, this is a transposition of the international law into the EU law and the rapporteur understood its importance, which is why I voted in favour.

EC-Mauritania Fisheries Partnership Agreement: fishing opportunities and financial contribution. Extension of the Protocol (A9-0088/2020 - Clara Aguilera)

One thing to be taken into account is that there is already a fisheries partnership agreement between the EU and Mauritania, which is mutually beneficial for both the European Union and the country. Adding to that, the Council has already adopted a mandate authorising the Commission to negotiate the renewal of this protocol.However, in order to avoid the fishing activities being interrupted for a long period of time due to diplomatic, bureaucratic and administrative reasons, the one-year extension of the current protocol best suits the needs of the two parties.On the other hand, sustainable fisheries protocol agreements are one of the most important pillars of the common fisheries policy, through which the European Union plays an active role in supporting and contributing to the development of the fisheries sector in third countries. These protocols also encourage partners from the outside of the European Union to adhere to the principles of sustainable exploitation of fishing stocks. Therefore, I cast a favourable vote for this extension.

Therefore, the implementation of a new one is technically viable. Second of all, this new agreement aligns its principles and objectives with the CFP, as it is founded on a precautionary approach in regard to fisheries management.It also provides fishing opportunities for Union vessels in Cape Verde waters, on the basis of the best available scientific advice and following the recommendations of the International Commission for the Conservation of Atlantic Tunas (ICCAT), while enabling the EU and Cape Verde to work more closely on promoting sound exploitation of fisheries resources in Cape Verde waters and support efforts by Cape Verde to develop its blue economy, in the interests of both parties.Therefore, I voted in favour.

Protocol on the implementation of the Fisheries Partnership Agreement between the European Community and Guinea-Bissau (2019-2024) (Resolution) (A9-0013/2020 - João Ferreira)

Despite Guinea-Bissau’s abundance in fishery resources, the sector contributes little to its GDP. However, artisanal fishing provides a livelihood for an important share of the population.As with any other sustainable fisheries partnership agreement (SFPA), this SFPA with the Republic of Guinea-Bissau is of the utmost importance for the external dimension of the common fishery policy (CFP) and for both the EU and the third party. Moreover, the EU contribution of EUR 15 600 000 provides access to fishery resources but also supports for the development of Guinea-Bissau’s sectoral fisheries policy and blue economy.Although the new protocol respects the principles of the EU’s common fisheries policy and I support it, there is currently an unstable political situation in Guinea-Bissau and political developments have to be closely followed.

Protocol on the implementation of the Fisheries Partnership Agreement between São Tomé and Príncipe and the European Community (A9-0001/2020 - Nuno Melo)

As through any other sustainable fisheries protocol agreement, the EU provides financial assistance and technical support to develop the fisheries sector of the third country in exchange for fishing permits in the country’s exclusive economic zone. At the same time, a clause concerning respect for human rights has been included in all protocols to fisheries agreements.This is an important agreement providing an opportunity for the EU to enhance ocean governance in the region, complementing actions in the framework of the International Commission for the Conservation of Atlantic Tunas (ICCAT), as there are no other fisheries partnership agreements in the area south of the Gulf of Guinea, a very important fishing zone (Equatorial Guinea, Gabon, and Angola).As there is a need to obtain a stable framework of access to fisheries resources in the area for EU vessels in order to invest in regional fisheries strategies in the long term, I support this protocol.

. ‒ I supported this mobilisation of the European Union Solidarity Fund to grant financial assistance relating to extreme weather events that took place in the fall of 2019 in Portugal, Spain, Italy and Austria.Concretely a Hurricane in Portugal, flooding in Spain, extreme weather events in Italy and Austria.This is European solidarity at its best and I expect this funds to be used and given to any Member States of the EU being badly affected by tragic natural events.

Amendment of the EU-Morocco Euro-Mediterranean Aviation Agreement (accession of Bulgaria and Romania) (A9-0005/2020 - Sven Schulze)

. ‒ I voted in favour as it adapts the agreement to the accession of Bulgaria and Romania. The purpose of the Protocol is to allow the Republic of Bulgaria and Romania to become a party to the Euro-Mediterranean Aviation Agreement between the European Community and the Kingdom of Morocco. The Protocol will not introduce any changes to the substance of the Agreement. It provides for the necessary technical and linguistic adaptations of the Agreement that ensue from the accession of Bulgaria and Romania.

Conclusion of the EU-Israel Euro-Mediterranean Aviation Agreement (A9-0085/2020 - Andor Deli)

. ‒ I am in favour of the conclusion of this aviation agreement between the EU and Israel.We can be critical about some of its policy but cannot treat it differently from how we treat its neighbours or China for example. We should remain consistent. Since its signature in 2013, provisional application of the agreement has brought significant benefits to both sides and particularly for EU air carriers. It benefits business and citizens travelling for tourism or work purposes. The agreement anchors Israel in the EU aviation regulatory framework.While leaders sometimes make questionable speeches just to win a fight at home, let’s not forget Israel is not only our strong partner but also a democratic State. Leaders come and go in a democratic way.We shouldn’t punish the whole country and our own European travellers for such electoral speeches, especially since in his very own country Mr Netanyahu is contested for his intentions, including by Jewish settlers in the West Bank. This is a commercial treaty that brought Europe gains. Moreover I think we shouldn’t continue to alienate Israel, a good friend of the European Union and the only authentic democracy and stable state in its region.

Amending Regulations (EU) No 575/2013 and (EU) 2019/876 as regards adjustments in response to the COVID-19 pandemic (A9-0113/2020 - Jonás Fernández)

I support and welcome this CRR quick fix proposal. I believe it is a good compromise to help banks finance the real economy in this time of COVID crisis. Moreover this deal also helps the non-euro areas countries.I want to highlight that Romania and our Romanian Delegation contributed and participated actively to reach this positive result. The agreement on the table is a good compromise; it also includes a preferential treatment for euro-denominated debt issued by non-euro countries, to help them in the current turbulence.I welcome the fact that the deal includes resetting the transitional periods that originally were granted for exposures to central governments and central banks denominated in the currency of another Member State both with respect to the risk weights assigned to these exposures and the application of the large exposure rules.These measures allows non-euro Member States to issue bonds in under more favourable conditions and therefore enable better access to funding to non-euro area governments.This is a sign of solidarity and encouragement to all those countries that one day would like to join the eurozone.

Competition policy - annual report 2019 (A9-0022/2020 - Stéphanie Yon-Courtin)

Among the positive achievements for the S&D Group and for our citizens I would like to highlight the following points that our Group pushed to include: a ban on companies registered in tax havens from accessing state aid or financial support packages if they do not commit to change their behaviour.Moreover we added the ban on dividend payments, share buybacks and distributions of bonuses for companies receiving state aid. We also highlighted in this report the risk of market distortions and unlevel playing field due to divergences between the levels of State Aid support granted by Member States.I also want to highlight the digital part of the report where we are aware that the big digital platforms are the one that didn’t suffer from this COVID-19 crisis. We call on the Commission to make a study on platforms with significant network effects that act as gatekeepers, to be carried out as part of the upcoming ex ante regulation framework proposal. Our Group managed to include a call for the Commission to ban platforms from displaying micro-targeted advertisements and to increase transparency for users.

Setting up a subcommittee on tax matters (B9-0187/2020)

I welcome this committee on tax matters.This will be a new platform for the Parliament to continue champion the questions related to tax justice, which will surely not disappear in the future pandemic recovery phase.Europe needs new fresh resources and taxes are indeed a new way to find additional revenues beside Member States’ contributions to the budget. I think that pollution and sustainable taxes should also be accompanied by financial sector and digital companies taxes. Europe should be a leader on this as well.

Setting up a special committee on artificial intelligence in a digital age, its responsibilities, numerical strength and term of office (B9-0189/2020)

I support this creation of a special committee on artificial intelligence. Artificial intelligence is the future and can bring a lot of positive aspects to our daily lives. It also poses legitimate concerns and questions with regards privacy, data collection and liability.The special committee work will include the hearing of evidence of a confidential nature, testimonies involving personal data, or exchanges of views or hearings with authorities and bodies on confidential information, including scientific studies regarding artificial intelligence.In order to create good legislation, the regulators need to be informed and collect as much information as possible.

The tourism industry employs, directly and indirectly, 27 million people and, as the EU’s third economic sector, contributes more than 10% to its GDP. However, owing to the COVID-19 pandemic, the sector has been severely impacted and the EU, the world’s principal tourism destination, has suffered tremendous losses.I welcomed this resolution, as it calls for the protection of workers in tourism, travel and interlinked sectors as well as financial support for businesses in this industry, especially small and micro businesses and businesses in particularly affected regions, and reiterates the need for an ambitious strategy in order to strengthen the sector and make it more resilient in the future.

Exceptional temporary support under EAFRD in response to the COVID-19 outbreak (amendment of Regulation (EU) No 1305/2013) (C9-0128/2020 - Norbert Lins)

European agriculture has been severely impacted by the COVID-19 pandemic, with all the producers affected by the close of the HORECA sector and the border restrictions, yet it has successfully provided fresh, healthy and nutritious food without interruption for half a billion European citizens.However, in the long term, European producers will be deeply impacted by the unfortunate coincidence of factors, such as the health crisis, the severe drought and the economic turbulence the EU will pass through.Therefore, this exceptional temporary support is of the utmost importance for European farmers, as it provides cash liquidity. EU countries can offer support of up to EUR 5 000 per farmer and EUR 50 000 per small and medium-sized enterprise. Owing to the exceptional situation and the urgency to support the agricultural sector, the AGRI Committee unanimously decided to treat this file under urgent procedure.Thus, I firmly support this exceptional temporary measure.

Situation in the Schengen area following the Covid-19 outbreak (B9-0165/2020)

I support this resolution that recalls that the Schengen area is a tangible and cherished achievement at the very heart of the EU project, allowing unrestricted travel for more than 400 million people and having priceless value for citizens and businesses alike, and unique across history and the world.The great benefits of the free movement of people and goods should be underlined and the EU should continue to do its utmost to keep lorries, logistics and transport flowing as freely as possible between our EU Member States.

European protection of cross-border and seasonal workers in the context of the COVID-19 crisis (B9-0172/2020)

Evidence shows that numerous companies have not implemented precautionary protocols, in direct defiance of measures adopted by national authorities. Measures taken to protect their health are often weak, absent or outright disregarded. In certain regions, thousands of seasonal workers live segregated in deplorable housing conditions, in rudimentary shelters, often without electricity, running water or sanitary facilities. These are unacceptable circumstances by any modern standard.Many of these seasonal workers have little choice, their economic outlook is limited. But taking advantage of economically vulnerable citizens is not indicative of a healthy checks-and-balances system. Therefore, I welcomed this resolution and I contributed through several amendments to its general aim of stopping these abuses.

International and domestic parental abduction of EU children in Japan (B9-0205/2020)

I supported this resolution. The resolution expresses deep concern over the situation of children who are suffering as a result of a parental child abduction in Japan and over the fact that relevant laws and judicial decisions are not enforced everywhere.The text recalls that EU children in Japan must enjoy the protection provided for in the international agreements that safeguard their rights.It notes with regret that Japan, as a strategic partner of the EU, does not appear to be complying with international rules in cases of child abduction.Moreover we call for the country’s legal framework to be improved so that, for instance, decisions handed down by the Japanese and other courts of relevant countries in procedures under the 1980 Hague Convention on the return of the child are enforced in Japan effectively.Hopefully Japan will cooperate to solve this situation touching children’s fundamental rights.

I will vote against the Mobility Package I, as I believe this compromise is not acceptable for peripheral States like Romania or its workers.Concretely, certain restrictive and disproportionate measures remain in this deal. The letter signed by the Ministers of Foreign Affairs and Transport of Bulgaria, Cyprus, Estonia, Hungary, Lithuania, Latvia, Malta, Poland and Romania, outlining their position on the Mobility Package I, clearly signals large opposition to this file.For example, the return of the vehicle to its home country after every 8 weeks, even if the vehicle is empty and has no load to carry, is discriminatory in respect of carriers established in peripheral Member States, because drivers of these countries would be forced to cover huge distances when returning to their countries. These provisions exclude some Member States from the EU single market.Moreover, this requirement is clearly contrary to our climate goals, as it greatly increases the number of empty runs, which in turn cause additional and unnecessary CO2 emissions, traffic, and wear to the road infrastructure.This measure also goes against the spirit of one the core principles of the single market: free movement of workers and services.

I support this resolution that calls for urgent action to prevent the aggravation of the humanitarian and public health crisis, and in particular the reappearance of diseases such as measles, malaria, diphtheria and foot-and-mouth disease.It calls for the rapid implementation of a short-term response to counter malnutrition among the most vulnerable groups, such as women, children and sick people.Strongly rejects the violations of the democratic, constitutional and transparent functioning of the National Assembly, as well as the acts of intimidation, violence and arbitrary decisions against its members.

Guidelines for the employment policies of the Member States (A9-0124/2020 -José Gusmão)

I support this resolution.It is the EU and Member States duty to continue developing a coordinated strategy for employment and particularly for promoting a skilled, trained and adaptable workforce, as well as labour markets that are responsive to economic change, with a view to achieving the objectives of full employment and social progress, balanced growth and a high level of protection and improvement of the quality of the environment.Digital transformation and the venue of more and more artificial intelligence is a challenge and opportunity for societies but we need to train and reskill our European workforce for future jobs. In order to avoid leaving people behind, we must make sure people will receive trainings. This is also the duty of European institutions.

Conclusion of an EU - New Zealand agreement, under negotiation, on the exchange of personal data for fighting serious crime and terrorism (A9-0131/2020 - Annalisa Tardino)

I support this agreement. We must support and increase cooperation with New Zealand in the field of law enforcement. This will help the European Union to further protect its security interests, especially in the areas of preventing and combating terrorism, disrupting organised crime and fighting cybercrime; it encourages the Commission to expeditiously launch negotiations with New Zealand on the exchange of personal data between Europol and the New Zealand authorities competent for fighting serious crime and terrorism.Moreover, the agreement contains a clear and precise provision setting out the retention period for personal data that have been transferred to New Zealand, requiring the data to be erased at the end of that period.

A comprehensive Union policy on preventing money laundering and terrorist financing – Commission's Action plan and other recent developments (B9-0207/2020)

I support this resolution.According to the Commission, around 1%, or 160 billion, of the EU’s annual GDP is used for suspect financial activity, such as money laundering connected to corruption, among other things. That’s a lot of money that could be used in a better way to help our societies recover from this crisis.We are aware of the problems identified in combatting money laundering, such as fragmentation of rules, uneven supervision and limitations in the cooperation among financial intelligence units across the EU Member States. Better cooperation is needed among tax agencies, for example.We know what we have to do to improve the situation. The resolution welcomes the EC action plan launched in May. We should increase pressure to implement all six pillars of the EU action plan for a comprehensive Union policy on preventing money laundering and terrorism financing. The Commission had committed to deliver all of the six actions by early 2021.Let me finish by adding that as a former career journalist, I very much welcome paragraph 39 of the resolution calling on Member States to fully investigate in a transparent manner cases of monies paid and related crime against whistle-blowers and journalists. In particular, the resolution also refers to the Maltese journalist Caruana Galizia and the Panama papers revelations.

The EU’s public health strategy post-COVID-19 (RC-B9-0216/2020)

I support this resolution. The coronavirus pandemic has put European health systems under enormous strain, revealing gaps in the way public health emergencies are addressed.The European Commission’s proposal for a new EU health programme, EU4Health, aims to fill these gaps. We must make sure we learn from the errors and our experience during these crisis months to be prepared in the event of a second wave of the virus and future health and pandemic crisis.One of the lessons to be learnt clearly relates to European sovereignty and European independence when it comes to medical equipment and food supplies. We must also do our utmost to be leaders in delivering a vaccine.

The EU’s role in protecting and restoring the world’s forests (A9-0143/2020 - Stanislav Polčák)

I fully support this report that highlights and wants to reinforce the EU role in protecting and restoring forests all over the World in its cooperation with third countries. Forests are rightly increasingly seen as essential for fighting climate change, as a biodiversity source but more importantly they are essential for the future of our existence. In developing countries forests also make a significant contribution to global food security, livelihoods and nutrition.This report wants the EU to push for strict commitments and regulations to halt deforestation and forest degradation and to support forest restoration. To be credible the EU must be coherent and start with in saving and restoring its European forests. I come from Romania and my country has about two-thirds of Europe’s remaining old temperate forests, most protected as Natura 2000 sites.This report stresses that illegal logging is an ongoing practice not only in third countries, but also in the EU. The new generations are becoming more and more conscious of the importance of forests for the survival of our ecosystem. We need to continue raise public awareness of the social and economic impacts of illegal logging and forest-related crimes, this fight can only be won together with our citizens’ full involvement.

Draft Council decision on the system of own resources of the European Union (A9-0146/2020 - José Manuel Fernandes, Valerie Hayer)

I welcome this report.The introduction of a basket of new own resources should guarantee the appropriate level of financing of Union spending for the years ahead and should also decrease the predominance of Member States’ gross national income-based contributions to the Union’s annual budget. Today, almost 70 % of the EU budget is financed through national contributions.My group, the Socialists and Democrats, proposed several options: a common consolidated corporate tax base; digital services taxation; a financial transaction tax; a carbon border tax; contributions based on non-recycled plastic waste; and the emissions trading scheme. For example, it is a question of fairness that the big tech giants and social platforms that have continued to make huge profits in the European single market during the lockdowns should pay a fairer share of tax and contribute to the economic recovery of the EU.These own resources should be consistent and therefore support the main objectives of Union policies, such as the European Green Deal and digital transformation.Because of the urgency to get money on the table as fast as possible, the European Parliament is asking the Commission for a concrete and binding timetable to deliver on these new own resources proposals.

Implementation of the EU Association Agreement with Georgia (A9-0136/2020 - Sven Mikser)

. ‒ I supported this progress report. Parliament with this vote recognises the continuous deepening of EU-Georgia relations and the firm support for Georgia’s chosen path of European and Euro-Atlantic integration. I recognise Georgia’s vibrant civil society and with this vote, I wanted to emphasise the crucial role it plays in providing democratic oversight to its Parliament and Government. The report clearly acknowledges Georgia’s progress with its reforms, which strengthen democracy, human rights and fundamental freedoms, in particular the constitutional reforms carried out in 2018. As a former journalist, let me add that I salute the fact that the media landscape in Georgia is dynamic and pluralistic because this is the only way to ensure media freedom and equal access for all parties to the media.

Strategic approach to pharmaceuticals in the environment

I supported this report.European Sovereignty in practice also means that Europe is self-sufficient when it comes to medicine, drugs and vaccines in particular. This COVID-19 health crisis has showed us the urgency to act in this respect.The resolution welcomes the Commission’s proposal for a new European health programme (EU4Health) and the fact that one of its stated objectives is to promote the availability and accessibility of medicines and medical equipment. It calls for a joint action on the prevention of shortage of medicines, to be funded by the future health programme. I certainly welcome the progress in this direction.

I supported this report.It is important to know that buildings are responsible for approximately 40% of energy consumption and 36% of CO2 emissions in the EU and, therefore, their deep, including staged deep, renovation is crucial to achieve the EU’s 2050 net-zero greenhouse gas emissions objective.The building sector is the single largest energy consumer in the EU, and 97% of the EU building stock is not energy efficient, with only 0.2% of the EU’s residential buildings subject to deep, including staged deep renovations, each year.It is also important to underline that not all the Member States are at the same position as their history is very different. In order to leave no one behind, Europe needs to take note of these differences and accompany Member States towards their sustainable transition. The Member States will now each draft their energy transition roadmap in order to achieve their targets and meet their obligations.

Implementation of National Roma Integration Strategies: combating negative attitudes towards people with Romani background in Europe

I supported this report as, after decades of programmes and strategies which have proven to be inefficient, it calls for a binding EU-wide properly funded legislation to combat negative attitudes towards people with Romani backgrounds in Europe.The text recognises that Romani people are subject to persistent antigypsyism, a specific form of racism condemned by the European Parliament.It is important to remind citizens that the Roma are Europe’s largest ethnic minority. Out of an estimated total of 10-12 million Roma in Europe, some 6 million live in the EU, and most hold citizenship of an EU country.A significant proportion of the Roma in Europe – and in particular in Romania - lives under marginal conditions in both rural and urban areas as well as in very poor socio-economic conditions. The discrimination, social exclusion and segregation that Roma face are mutually reinforcing. They face limited access to quality education, difficulties integrating into the labour market and they became even more vulnerable during the world’s worst sanitary crisis generated by the COVID-19 pandemic.We call on the Member States to integrate better mapping methodologies for marginalised Romani communities and strengthened funding mechanisms into their regional development structures that allow more targeted investments in marginalised Romani communities.

The importance of urban and green infrastructure - European Year of Greener Cities 2022 (B9-0243/2020)

I supported this resolution and the role of greener cities in achieving the goals set out in the Paris Agreement, to move towards a more sustainable development and to contribute in the fight against climate change.Making our cities cleaner, greener with more parks and even forest around the cities will not only make our urban development more sustainable but it will improve our quality of life and benefit our health.Making urban transport greener and more sustainable, improving the use of water resources as well as improving biodiversity in the urban environment is something citizens and younger generations are rightly asking for.We should increase civil society, students participation in preserving biodiversity and when authorities plan and design future green cities an urban areas.

Draft amending budget No 7/2020: Update of revenue (own resources)

I supported this report. All of the main political groups in the EU intend to support proposals for new and innovative additional sources of income for the EU budget. Parliament’s proposals for new revenues range from a common consolidated corporate tax base , through digital services taxation, a financial transaction tax, a carbon border tax, contributions based on non-recycled plastic waste, to the Emissions Trading Scheme.To avoid EU citizens and households bearing more of the costs of this unprecedented and exceptional economic crisis resulting from the COVID-19 pandemic, we need EU own resources as soon as possible. The money has to arrive in the real economy in 2012 and not after.Parliament called on the Commission to accept a binding calendar for additional own resources, such as a digital tax on big international tech companies, a levy on plastic, a carbon adjustment mechanism at the EU’s external borders, and a tax on financial transactions, as new resources to finance the EU budget. Hopefully the Commission will deliver on these.

European Climate Law (A9-0162/2020 - Jytte Guteland)

I voted in favour of the European Climate Law, which establishes a legally binding target of net-zero greenhouse gas emissions by 2050. In this way, the EU institutions and the Member States are bound to take the necessary measures at EU and national level to meet the target, taking into account the importance of promoting fairness and solidarity among Member States.As the EU is aware of and acknowledges the different situations in each Member State, it is important to have different energy mixes. The Climate Law also addresses the necessary steps to reach the 2050 target. In fact, based on a comprehensive impact assessment, the Commission has proposed a new EU target for 2030 of reducing greenhouse gas emissions by at least 55% compared with levels in 1990. The Commission has proposed including the new EU 2030 target in the European Climate Law.There are always those who wanted less and those who wanted more. I believe that this objective is ambitious and a real challenge for certain Member States and sectors. My group has proposed amendments with a 60% reduction target and I supported it. I am conscious of the effort my country to reach this goal.

The European Forest Strategy - The Way Forward (A9-0154/2020 - Petri Sarvamaa)

Unlike any other Green Deal strategy, the first EU Forest Strategy of the Green Revolution is free of costs: both for the Union and the Member States. Or, if you will, it only costs good faith, responsibility and understanding the times we live in.This new EU Forest Strategy is a combination of all the elements that could transform Europe into a worldwide best practices model in terms of human-nature relationship. It acknowledges the importance of the sector in providing jobs and opportunities, while keeping in mind the environmental dimension.It sends a tough message for those who have a habit to illegally log forests, it calls for the implementation of an EU-wide efficient wood traceability system and for the urgency to define, identify and strictly protect the last primary and old-growth forests of Europe. It makes it clear that only wood leftovers must be used for energy purposes. There is also an absolute first connection between agroforestry and the Common Agricultural Policy, with a recommendation for the Member States to use this opportunity at its maximum capacity in the favour of the farmer, the environment and the European citizens.As an SD shadow rapporteur on this file, I supported this file in the plenary.

. ‒ I supported this resolution which tries to set Parliament’s vision of how the EU can best regulate artificial intelligence (AI). We are aware that this tool will play a growing role in our future and citizens’ daily lives. Many sector will become more efficient thanks to artificial intelligence – from the agricultural sector to the medical one.However, AI also implies an ethical and privacy dimension that regulators have the obligation to look at. Facial recognition technology is one of the areas where concerns are greater. But there are also aspects linked to AI liability. Who is responsible in case of a problem? If the EU wants to become a leader in AI, it needs to find the right balances and this is what this resolution tries to do.

As a shadow rapporteur for the EU Forest Strategy, which has been adopted in the plenary in the first October session, I know how important it is to globally coordinate our fight against illegal logging. This resolution sends this message when it comes to the world’s forests as well. One major achievement is that the text recalls the due diligence criteria of the EU Timber Regulation.The text repeats its demand that imports of timber and timber products should be more thoroughly checked at Union borders to ensure that imported products do indeed comply with the criteria for entry into the Union. The resolution calls for a timely and effective implementation of the Union customs Code UCC and reinforced capacities of national customs authorities to ensure better harmonisation and implementation of the UCC.

Common agricultural policy - support for strategic plans to be drawn up by Member States and financed by the EAGF and by the EAFRD (A8-0200/2019 - Peter Jahr)

The largest of the three common agricultural policy (CAP) files, the ‘Strategic Plans’ Regulation, lays the foundation for the future reform and it is crucial to be adopted in the plenary.The divergent views of the political groups made it very difficult to have solid compromises. However, the S&D Group reached a deal on crucial aspects such as: eco—schemes, investments devoted to climate and environmental practices from the second pillar and Good Agricultural and Environmental Conditions. I support all compromises and I believe they help the CAP get closer to the Green Deal objectives.S&D achieved remarkable results advocating a new social conditionality – which I strongly support – an issue which came once again into focus during the COVID—19 pandemic.For my country, I will also support amendments on external convergence and transitional national aid as they help close an uncompetitive gap between EU farmers.On the capping amendments, as long as Article 15 was not re—opened for discussion at the beginning of this legislature, I consider them against any democratic principle to be obliged to vote on this issue, since it has never been discussed in this legislature at all and I will consequently support the COMAGRI 2019 compromise.

Common agricultural policy: financing, management and monitoring (A8-0199/2019 - Ulrike Müller)

The Horizontal Regulation, one of the three Common Agricultural Policy (CAP) files, safeguards the commonality of this policy.The new delivery model proposed by the European Commission distances itself from the former one-size-fits-all approach and looks towards performance-based reform. While Member States are allowed to tailor the strategies which best fit their agricultural reality and needs, the Horizontal Regulation, through its system of checks and balances, holds Member States responsible for the successful implementation of the strategic plans.One of the S&D achievements in this file was the introduction of the new social conditionality, whereby there is no longer room for abusive working conditions in the sector.However, the compromises agreed upon by the S&D with other political groups, which I strongly support, link eligibility with conformity through annual reports, biennial performance reviews, on-the-spot checks and, if necessary, financial corrections for those Member States falling behind the expectations.I support all the compromises and I believe this is more than just a CAP file; it is a firm call for the Member States to assume their responsibility for the years ahead.

Introducing exceptional trade measures for countries and territories participating in or linked to the European Union's Stabilisation and Association process (A9-0175/2020 - Emmanuel Maurel)

I welcome this vote. The Western Balkans are an EU priority and the EU has a special responsibility in assisting Balkan countries in the region.It should be noted that the EU is by far the leading trade partner with over 72% of the Western Balkans’ (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) total trade, way ahead other competitors economically and politically involved in the region, like China, Russia or Turkey. Trade between EU and Western Balkans countries has grown by nearly 130% over the past 10 years. In 2019, it amounted to EUR 55 billion.The Stabilisation and Association Agreements with each of the Western Balkan partners are an instruments that provide for the economic development and political stabilisation of the countries in the region, and still constitute one of the core mechanisms for alignment to the EU acquis and progressive integration into the EU market.The Agreements foresee the elimination of duties and non-tariff restrictions on bilateral trade. Granting these tariffs preferences through this Regulation provide valuable support to the economy and business of the region, and therefore remain a useful tool of the EU’s support toward the Western Balkans’ economic integration. It is for me question of European solidarity.

EU/Senegal Fisheries Partnership Agreement: implementation of the Agreement. Protocol (A9-0180/2020 - Izaskun Bilbao Barandica)

I support this sustainable fisheries partnership agreement (SFPA) between the Republic of Senegal and the European Union, as it is mutually beneficial to both sides. On the one hand, the European Union can have access to additional stocks while, on the other, the Republic of Senegal can use the EU contribution to develop its sector.I am aware of the fishing licence that Senegal’s fisheries ministry issued to a Chinese industrial fleet involved in illegal, unreported and unregulated fishing activity right after the vote in the Committee on Fisheries took place. However, the response from the European Commission is satisfying insofar as it does not put an end to this SFPA that is important to both parties.It is also important that this protocol limits the access of the Union’s vessels to high seas, meaning they won’t affect the fishing activity of small-scale Senegalese vessels. Let us not forget that fish is the primary source of animal protein in this country.Taking all the above-mentioned reasons into consideration, I supported this SFPA in plenary.

. ‒ Public employment services (PES) are the main agencies executing employment policies facilitating the labour-market integration of jobseekers. Their role is even more important today given this economic crisis and the consequence of this pandemic on labour markets. This proposal aims at continuing to reinforce PES capacity, effectiveness and efficiency.Cooperation is essential among Member States and the Network of Public Employment Services should continue, intensify and strengthen its systematic and structural cooperation with other relevant labour-market stakeholders, including in particular Union agencies in the areas of employment, social policy, gender equality, education and training, as well as the social partners, service providers in the fields of employment and social affairs, organisations representing vulnerable groups, and local and regional authorities, in order to promote synergies and exchange of best practices among Member States. For these reasons I supported this report.

The evaluation study recommended a new agreement with the Republic of Seychelles and this fisheries agreement is the most financially significant EU tuna agreement.Let us not forget that this Sustainable Fisheries Partnership Agreement with the Republic of Seychelles is one of only two active agreements in the region (along with the agreement with Mauritius) following the expiry of the protocols with Mozambique and Madagascar and the denunciation of the agreement with the Comoros.Therefore, I support this file in the plenary.

I support this proposal.The InvestEU Programme will provide crucial support to companies in the recovery phase and will at the same time, and in line with its original goals, ensure a strong focus of investors on the Union’s medium— and long—term policy priorities such as the European Green Deal, the European Green Deal Investment Plan and the Strategy on shaping Europe’s digital futureMy group, the S&D, has fought for a more social and environmental dimension to the programme. These elements are now central to the programme as well as gender equality, culture and tourism.My group also tabled an amendment to state that actions under the InvestEU Programme are expected to contribute at least 40% of the overall financial envelope of the InvestEU Programme to climate objectives. The initial Commission proposal was 25%. I believe this is a step forward.

National catastrophes and disaster happen and touch EU Member States regularly, Europe was, is and should continue to be present.This time we mobilise the European Union Solidarity Fund to grant financial assistance for a global amount of EUR 823 548 633 relating to natural disasters that took place in Croatia and Poland in the course of 2020, as well as for paying advances to seven Member States (Croatia, Germany, Greece, Hungary, Ireland, Portugal, Spain) in response to the major public health emergency caused by the Covid-19 pandemic in early 2020.

Tackling homelessness rates in the European Union (B9-0363/2020)

I supported this text. It reminds us all of the 4 million homeless European citizens in Europe and that the ongoing health and economic crisis puts more people out of a job and makes more people dependent on our social protection.The resolution calls on the Member States to assume their primary responsibility for tackling homelessness, to work on prevention and early intervention and assign a more proactive role to regional and local social security services in assisting homeless people with their reintegration into society.This resolution also reminds that homeless people and other people in precarious housing situations are at particular risk due to the COVID-19 crisis. With this vote we urge the EU and its Member States to implement targeted measures to protect the homeless, to provide financial assistance to accredited NGOs and public-private partnerships, and to support local authorities in securing safe spaces and preventing evictions.

. ‒ I supported this resolution. Product safety is at the core of a well-functioning EU single market. With this vote, Parliament points out the need to adapt product safety rules to the new market realities and the digital transition by tackling emerging risks and threats to the safety of consumers. The new challenges of emerging technologies such as AI, robotics and 3D printing should be carefully taken into account. The resolution also asks retailers, online marketplaces and consumer associations to play a greater role in recalls of unsafe products purchased online or offline by providing consumers with adequate and reliable information.

This topic is of great importance to me, as both a citizen and a former career journalist, I am fully aware of the fundamental importance of media freedom and pluralism for our democracies. It is never too much to remind this to our young generations.Professional journalism requires very hard work facing daily difficulties of all sorts from lack of resources to intimidations or pressures and the Covid crisis added more hardships and even abuses from local authorities during the Covid-19 crisis.This resolution recognises the irreplaceable role of professional journalists and stresses that it is essential to ensure and maintain their independence from political interference, no matter the times – or the crisis – we live in.The resolution reminds the sacrifices of Journalists such as murders of Daphne Caruana Galizia in Malta and Ján Kuciak and his fiancée Martina Kušnírová in Slovakia due to their investigative work.The new digital technology and social media have been factors in the phenomenon of spread of disinformation and foreign interference, especially during electoral campaigns, and have resulted in online platforms playing an influential role.Calling our Member States to protect a vibrant, independent, pluralist and free media sector is of crucial importance and it is something we should all fight for.

It is an important to remind our citizens that the EU is the world’s biggest donor of international aid and is an important international actor for rules-based multilateralism and democracy.This resolution tries to improve the way EU taxpayers is used by making aid more effective. We are all accountable for the utilisation of such money. The EU should use its powerful toolbox of instruments and aid modalities in a coordinated manner to allow task sharing and avoid fragmentation of aid, and identify priorities where it can effectively provide the greatest value added impact.With this vote the EU should take the lead in using the principles of aid effectiveness and aid efficiency, in order to secure real impact and the achievement of the SDGs, while leaving no one behind in its partner countries. This resolution also recalls the impact that aid has on tackling the root causes of migration and forced displacement of people.

Situation of Fundamental Rights in the European Union - Annual Report for the years 2018-2019 (A9-0226/2020 - Clare Daly)

I of course support this text and want to insist that if the EU wants to be credible when promoting Human Rights in the world, it must first be exemplary at home among its Member States.I would like to specifically highlight that this resolution calls on Member States to protect and develop a vibrant, independent, pluralistic and free media sector. It condemns in this respect any measures aimed at silencing critical media and undermining media freedom and pluralism.The text also recalls the fundamental role of investigative journalism in acting as a watchdog in a democratic society, strengthening public oversight of political actors, including in the domain of corruption.With this vote, the European Parliament condemns the persistence and increase in many Member States of violence, threats and intimidation against journalists, including in relation to the disclosure of information about breaches of fundamental rights, which often leads to self-censorship and undermines citizens’ right to information.

If we want to seriously combat the climate crisis and inequalities, we need as Europe to produce, consume and trade in a consistent, sustainable way.When we sign trade deals in the world we must think on one side at not penalising our agriculture sector and hard—working farmers that are essential for our European food autonomy but also look at the way the countries with which we make trade deals produce and concretely contribute to the fight against climate change. For example, trade deals with countries destroying forests such as the Amazon rain forests for example should be reconsidered.

Management, conservation and control measures applicable in the Inter-American Tropical Tuna Convention area (A9-0231/2020 - João Ferreira)

This proposal for amendment of Council Regulation (EC) No 520/2007 lays down management, conservation and control measures relating to fishing in the IATTC area and for stocks of tuna and tuna-like species, other species of fish caught by vessels fishing for tuna and tuna-like species and species belonging to the same ecosystem. The proposed regulation provides for delegated powers granted to the Commission to cater for amendments to measures which are expected to be frequent and to make sure that Union fishing vessels are put on equal footing with vessels of other Contracting Parties to the IATTC.I support this regulation, which shall apply to EU vessels fishing in the IATTC Convention. (An average of 3 purse-seiners and around 30 long-liners). The main stocks targeted by the EU fleet are tropical tunas and swordfish.

EC/Mauritania Fisheries Partnership Agreement: extension of the Protocol (A9-0244/2020 - Annie Schreijer-Pierik)

The fisheries agreement with Mauritania is of vital importance for the annual fishing plans of the pelagic fleets of EU Member States. It is the most important of the EU’s current mixed fisheries agreements with third countries and it currently permits a maximum of 58 vessels to fish, from Spain, Italy, Portugal, the Netherlands, Lithuania, Latvia, Poland, Germany, the United Kingdom, Ireland and France.The EU fishing sector was firmly interested in fishing in Mauritania and that a renewal of the protocol would help strengthen monitoring, control and surveillance and contribute to improved governance of fisheries in the region. For the EU, it is important to maintain an instrument allowing a deep sectorial cooperation with a major player in ocean governance at the sub-regional level because of the size of the fishing area under its jurisdiction. I support this file, since it is a pure extension of one year, since the previous Sustainable Fisheries Partnership Agreement (SFPA) between the EU and Mauritania expired on 15 October 2020 and the negotiations are still ongoing.

EU/Cook Islands Sustainable Fisheries Partnership Agreement: extension of the implementation Protocol (A9-0243/2020 - François-Xavier Bellamy)

The Cook Islands is an archipelago of 15 Pacific islands. Domestic tuna catches are mostly landed outside the Cook Islands, while those landed inside, cover primarily domestic consumption and exports to New Zealand and Japan. The Cook Islands have an exclusive economic zone of almost two million square kilometres. On the one hand, this highlights the economic potential of the fisheries sector, but, on the other, it makes it very difficult to tackle IUU fishing over such a vast area in which resources are scattered so widely.From a technical level, this file is a pure extension of one year, since the previous Sustainable Fisheries Partnership Agreement (SFPA) between the EU and the Cook Islands expired on 13 October 2020 and the ongoing negotiations for a new SFPA have been delayed due to the COVID-19 health crisis. The extension will enable both the Union and the Government of the Cook Islands to continue working together to promote a sustainable fisheries policy and the sound exploitation of fisheries resources in the waters of the Cook Islands, and to allow Union vessels to carry out their fishing activities in those waters until the new protocol will come into force.

Transitional provisions for support from the EAFRD and EAGF in the years 2021 and 2022 (A9-0101/2020 - Elsi Katainen)

One of the most impacted sectors by the COVID-19 pandemic was the agri-food one. On top of this, the ongoing interinstitutional negotiations on the new common agricultural policy are running late. The new reform will bring novelties for both farmers and the Member States. For all these reasons, I support this regulation as a way to ensure predictability, stability and maintain levels of continued support for the sector, while allowing the necessary time for Member States to prepare the new national strategic plans.One of the most important achievements on this file is the two-year period as the new CAP reform will entry into force only in 2023.Another major success was the integration of the European Recovery Instrument budget allocated for the sector, as early as from 2021, as a targeted answer to combat the effects of the COVID-19 pandemic.According to the compromise, at least 37% of the funds will be allocated to agri-environmental measures, while more than half of the ERI funds (55%) shall be allocated to support cooperation measures, young farmers, small farmers and non-agricultural rural SMEs, and especially for investments that promote the social and economic development of rural areas.

I support this European year for Rail.It is consistent with the EU green deal and the witch towards more sustainable transport modes.The aim is to strengthen rail, including improving the cross-border rail connectivity across borders, including cross-border charter trains. The relaunch of night trains is positive and could benefit our youth in particular.Trains should also be linked further to EU tourism policy, this can connect rural areas boosting their economies. It could also contribute to create a public awareness of a European sustainable tourism.

. ‒ I support and welcome the EU strategy for SMEs that recognises the essential role of SMEs for the European economy. They are really the backbone of our economies in the different Member States. Moreover this COVID-19 crisis has increased the financial difficulties of these companies and we should not let them down. The administrative and regulatory burden for SMEs should be substantially reduced in order to cut compliance costs including red tape. The EU should support Member States in achieving a swift reduction in the number of rules while ensuring workers’ rights, social and health standards and environmental protection.

. ‒ I support this resolution. Addressing and removing the bureaucratic and regulatory barriers within the single market is something that will benefit our economies and people. For example this resolution points out that the automatic mutual recognition of diplomas, qualifications, skills and competences between Member States would have a positive impact on the internal market and the free movement of workers and services.I welcome the willingness of the Member States to promote the automatic mutual recognition of qualifications acquired abroad and the outcomes of learning periods spent abroad. This will increased cross-border mobility but above all, this is one concrete example where people not only will have more chances to learn and find a job, it will reinforce the EU as a project and the European sentiment in particular among our younger people.

. ‒ I support this resolution that recognises cultural heritage as an invaluable resource, enabling us to reflect on history and critically engage with it, helping to identify not only different memories, but also the common threads that bind us all, thus promoting diversity, dialogue, cohesion, solidarity and mutual understanding. The resolution reminds the Commission and the Member States of the need to fully include the cultural heritage of the minorities present in Europe in any reflection on European heritage, by committing themselves to recognising and promoting their contribution to the cultural, linguistic and artistic wealth and diversity of the European Union. It will also be crucial to keep this in mind in the bottom-up approach in the upcoming Convention on the Future of Europe.

Human Rights and Democracy in the World and the EU policy on the matter - annual report 2019 (A9-0259/2020 - Isabel Santos)

I fully support this resolution. As a general remark I would say that the EU will be more credible in its defence and promotion of human rights in the world if it does its job uniformly at home in the defence of human rights and the rule of law.In particular I want to stress that the text we approve reiterates that environmental emergencies, including climate change and deforestation, are the result of human actions and give rise to human rights violations not only against the people directly affected, but also against humanity.With this vote, we stress that biodiversity and human rights are interlinked and interdependent, and recall the human rights obligations of states to protect the biodiversity on which those rights depend, including by providing for the participation of citizens in biodiversity-related decisions.Again I want to reiterate that illegal deforestation does indeed happen in Brazil’s Amazonia, but also in Europe and some of its oldest forests situated in my country, Romania. We are credible outside if we act inside our Union.

I support this resolution.The COVID-19 crisis has also had a negative effect on workers and employed people across Europe.Flexibility has been stretched and digital tool has increased the pressure on people to ‘always be connected’. The balance between professional and family life has become difficult to separate in certain cases.The resolution notes that the extension of working hours can increase the risk of unremunerated overtime, work fatigue, psychosocial, mental and physical problems, such as anxiety, depression, burnout and technostress, and can have a negative impact on the health and safety of workers at work and their work-life balance.

The EU Strategy for Gender Equality (A9-0234/2020 - Maria Noichl)

I support this resolution and the EU strategy for greater gender equality, both in terms of equal opportunities and the same salary conditions for women and men, for example.Moreover, the COVID-19 crisis has exposed even more the challenging balance between women’s professional lives and their family duties. The resolution notes that the majority of workers delivering essential services in the current crisis are women, including 76% of healthcare workers (doctors, nurses, midwives, staff in residential care homes), 82% of cashiers, 93% of child care workers and teachers, 95% of domestic cleaners and helpers, and 86% of personal care workers in the EU. We should not forget these facts.

This €672.5billion Recovery & Resilience Facility that is financed by common debt is a first in European history. It is a great result, it is European solidarity at its best but above all a great opportunity for Europe.After nine months of very hard negotiations, the EP and council arrived at this ambitions result as required by an exceptional crisis. Now it is up for Member States to draft and come up with ambitions and well prepared national recovery plans that should be forward looking but keep equality and solidarity at the heart of this recovery strategy.The aim of these national plans is to achieve the six European priorities identified and agreed; namely the just green transition, the digital transformation, economic cohesion, productivity and competitiveness, social and territorial cohesion.The Member States should implement policies to ensure the next generation of Europeans does not become a ‘lockdown generation’. When assessing the plans Europe needs to keep in mind and understand the diversity of its Member States to avoid leaving anyone behind.I really hope national Parliaments will urgently approve these plans so that our citizens and SMEs can benefit concretely as soon as possible of these unprecedented amount of resources.

I support this ECB annual report. It welcomes President Lagarde’s commitment to examine climate-friendly changes to ECB’s operations and ‘to explore every avenue available in order to combat climate change. In fact the ECB primary objective remains price stability but the EXB cannot ignore not adapt to today’s environmental objectives and challenges.With this vote we call the ECB to review its climate change-related risks and to disclose its level of alignment with the Paris Agreement.Moreover this report also calls for the ECB to improve its gender balance among its governing body. I strongly support those aims.

A WTO-compatible EU carbon border adjustment mechanism (A9-0019/2021 - Yannick Jadot)

I welcome the outcome of this own—initiative report on a Carbon Border Adjustment Mechanism, as there cannot be a successful Green Deal without a strong reciprocity commitment from our trade partners outside the European Union.From an agricultural point of view I believe, though, that farmers from abroad have to be encouraged to raise their level of ambition as well. Otherwise, European producers will face climate dumping from countries that move slowly towards greening the sector.On the other hand, I believe that when it comes to wood used for energy purposes, there must also be very clear references regarding the fact that only the rests at the end of the wood value chain could be used for such purposes, strictly following the cascading principle.

În calitate de membru în Comisia pentru pescuit, susțin noile modificări propuse la Regulamentul privind controlul în domeniul pescuitului european, unul dintre cele mai importante dosare din actuala legislatură.Este inacceptabil ca, în România, la 14 ani de la aderare și de la alinierea la politica comună în domeniul pescuitului, 75% din stocurile de pește din Marea Neagră să fie exploatate excesiv, iar specii emblematice, precum sturionul, să fie în pericol de dispariție.Consider că amplasarea camerelor CCTV, finanțată din fonduri europene, este un instrument necesar pentru a „face lumină” în ceea ce privește capturile „la negru”.Totodată, sunt de acord atât cu introducerea registrelor electronice de bord și de pescuit, astfel încât să se poată ține o evidență clară a cantităților de pește exploatate, cât și cu introducerea unui sistem ferm de trasabilitate a acestora.Nu în ultimul rând, salut inițiativa de a reglementa domeniul pescuitului recreativ și al pescuitului turistic, astfel încât să fie eliminate practicile abuzive din prezent.

As a candidate to the membership of the EU, Serbia continues its profound and difficult economic, institutional and structural reforms in order to meet the Copenhagen criteria. With this vote we welcome the country’s efforts and encourage it to persevere as the European Union will be even stronger with a member state like Serbia. Regarding Belgrade’s decision to move the Serbian embassy to Jerusalem, maybe we shouldn’t see it as a threat or a violation of our EU common goal of a negotiated two-state solution, since at the end of this process Jerusalem will be the capital of both democratic states. Israel remains the only democracy in the Middle-East and a reliable partner in many fields. It is great to see that our Balkan neighbours establish strong ties with Israel.

Implementation report on the road safety aspects of the Roadworthiness Package (A9-0028/2021 - Benoît Lutgen)

I support this report.The EU fundamental road safety policy aim at reducing the number of road fatalities by 50% in the following decade.The report suggests that the frequency of testing for periodic technical inspections is essential for ensuring that operating vehicles are properly maintained. In this respect, over 90% of vehicle tests occur according to the same or even more stringent intervals than those set by the Package, and this would to a large extent contribute to reduce the amount of vehicles operating in unsafe conditions.It is also important to push for the mutual recognition of inspection certificates for second-hand used vehicles previously registered in another Member State and for which re-registration is required mainly includes the recognition of validity of the certificate of roadworthiness.The report also calls on the Commission and the Member States to ensure adequate funding for road infrastructure quality, in particular maintenance of roads.

I support this report.Sufficient funding in innovation and research is the future of our continent and it will benefit future generations.The completion of the digital single market and the growing opportunities from the convergence of digital and physical technologies require a stepping-up of investments. Horizon Europe will contribute to these efforts with a substantial increase of spending in the main digital research and innovation activities compared with the Research and Innovation Framework Programme Horizon 2020. This should ensure that Europe remains at the forefront of global research and innovation in the digital field.It is key to attract talent, training and retaining researchers and innovators in the European Research Area, including through greater mobility possibilities.The EU should push to foster open science and ensure visibility to the public and open access to scientific publications.The aims should also be to stimulate research and innovation activities in SMEs and the creation and scale-up of innovative companies, in particular start-ups and SMEs.

Am susținut regulamentul privind certificatele digitale verzi pentru că:1. Nu este restrictiv, certificatele de vaccinare putând fi înlocuite cu certificate PCR, certificate medicale de recuperare din boală și certificate de anticorpi.2. Dacă nu există o procedură unică la nivel european, circulația cetățenilor în și în afara UE va fi mult îngreunată de proceduri vamale diferite, timp lung de așteptare și chiar de apariția riscului de a fi refuzată intrarea în statul respectiv.3. Dacă nu se reglementează unitar, cetățenii statelor care au administrat alte tipuri de vaccinuri decât cele folosite majoritar ar putea fi împiedicați să circule.4. Fără o metodă unitară, diverse state sau instituții și-ar putea stabili reguli proprii, foarte diferite, ceea ce deschide calea spre abuzuri.5. Certificatul nu este obligatoriu, pentru că nici vaccinarea nu este obligatorie, deci el nu restrânge ca atare circulația, ci doar facilitează trecerea mai rapidă printr-o frontieră, ajutând statele să intre pe calea normalizării.6. Acest regulament nu va împiedica subvenționarea testelor PCR dacă guvernele își doresc acest lucru.Regulamentul nu este perfect și rămâne problema neclarității valabilității anticorpilor, dar este încercarea Uniunii Europene de a face un pas spre normalizare.

Digital Green Certificate - third country nationals (C9-0100/2021 - Juan Fernando López Aguilar)

I understand that lifting the measures restricting free movement on grounds of public health in the context of the pandemic in a coordinated manner is desirable for many Member States that want to save summer.However, many citizens are concerned and have written to us as they believe that the proposals raise a number of concerns regarding compliance with the Charter of Fundamental Rights of the European Union and regarding its accordance with the European Union’s fundamental values.I want to insist on the fact that the certificate must not become another source of discrimination between EU Member States’ citizens. Every one of the European citizens should first receive the possibility to be vaccinated and that’s why the EU should increase the vaccination campaign and make sure that all the necessary doses of vaccines are delivered to all Member States. Reaching the 70% vaccination target by summer will be our ticket to travel back to normality.There is also not only the issue of how this EU green pass will work among the EU Member States but also how it will work with third countries. We must make sure that this tool doesn’t become a new source of discrimination this summer, this would frustrate people even more.

Digital taxation: OECD negotiations, tax residency of digital companies and a possible European Digital Tax (A9-0103/2021 - Andreas Schwab, Martin Hlaváček)

I support this own initiative report that tries to raise the importance of adapting our European and international tax mechanisms for the digital giants in particular.It is evident that certain digital activities and novel business models have become a growing challenge for existing taxation systems. In particular the tech giants that have continued to make billions during these lockdowns should contribute in a fair way to the benefit they have in accessing our 430 million single market consumers.It is important that all sectors of our economies pay their fair share of taxes and contribute to the functioning of our societies.Adapting Member States’ taxation systems to make them fit for the digital age is ongoing and it isn’t an easy work. I support the EU push for a global OECD negotiated solution but as enough time has been wasted in last years, I am in favour of EU digital tax proposals if international option fails. EU consumers see this as a question of tax justice and fairness. It is time to change the status quo.

Assassination of Daphne Caruana Galizia and the rule of law in Malta (B9-0219/2021)

As former career journalist, I am very attentive and touched by the assassination and sacrifices of journalists.Daphne Caruana Galizia in Malta is one of many colleagues that paid an unacceptable price for their fundamental investigative work to unveil corruption and other crimes.There has been an investigation in Malta and there is an ongoing legal process on which I don’t want to comment as I respect judicial independence. It also seems that centre right political party EPP have a particular focus and play internal political game against the socialist Government in place in Malta today.Here I just want to stress once again on the critical importance of media freedom and the role of investigative journalism.It is never too much to remind this to our young generations, as their future depends on it. Professional independent journalism requires very hard work facing daily difficulties of all sorts from lack of resources to intimidations or pressures. This resolution reminds the irreplaceable role of professional journalists and stresses that it is essential to ensure and maintain their independence from political interference.

2019-2020 Reports on Turkey (A9-0153/2021 - Nacho Sánchez Amor)

This resolution takes note that in recent years and months, although Turkey is a candidate country, its government has pursued a continuous and growing distancing from EU values and standards.Turkey’s unilateral actions in the Eastern Mediterranean against European Member States’ interests, as well as strong and at times provocative statements against the EU and its Member States, have brought EU-Turkey relations to a historic low.This resolution confirms that the crucial area of fundamental rights and freedoms, which is at the core of the accession process, cannot be disconnected and isolated from the general negotiations. These steps backwards remain an obstacle in these negotiations.The resolution states that the relations between EU and Turkey have deteriorated to such an extent that it requires both parties to profoundly reassess the current state of these relations.

I supported this resolution, which highlights once again the different abuse and violations that Chinese authorities are extending towards Uyghur people, the citizens of Hong Kong, Tibetans and Chinese dissidents or artists such as Ai WeiWei.The resolution reaffirms that fundamental freedoms, including freedom of expression, free participation in decision-making processes, academic freedom and the defence of human rights are pillars of our democracies and that these values will never be compromised in EU-China relations.Inter alia the text urges the Chinese Government to ratify and implement International Labour Organization (ILO) Convention Nos 29 on Forced Labour, 105 on the Abolition of Forced Labour, 87 on Freedom of Association and Protection of the Right to Organise, and 98 on the Right to Organise and to Collective Bargaining. It also urges China to ratify the International Covenant on Civil and Political Rights.

The right of information of the Parliament regarding the ongoing assessment of the national recovery and resilience plans (B9-0276/2021)

I supported this resolution to remind the Commission to fulfil its obligations under the RRF Regulation to provide Parliament with all relevant information on the state of play of the implementation of the RRF Regulation and to take into account any elements arising from the views expressed through the recovery and resilience dialogue, including the views shared by the relevant committees and in plenary resolutions. The European Parliament, as a directly elected body of the EU institutions, has the duty and the right to control and oversee the EC assessment of the national plans in order to safeguard EU citizens’ interests.In order to ensure proper democratic oversight over and parliamentary scrutiny of the implementation of the RRF and greater transparency and democratic accountability, the resolution states that the Commission must regularly inform Parliament, both orally and in writing, of the status of the assessment of the national recovery and resilience plans.I believe it is crucial so that our citizens better understand what is at stake in these plans and the future transformation ahead of us in our respective Member States.

The adequate protection of personal data by the United Kingdom (B9-0272/2021)

The European Court of Justice last year found that the US data protection framework was not essentially equivalent to EU data privacy rules and therefore overturned the Commission's Privacy Shield Decision.This resolution raises concerns regarding the level of protection of personal data by the UK and the passing of data by platforms to the US authorities for security purposes.It is clear that for me as an MEP, I want to make sure that European citizens’ data is treated according to the GDPR rules and with respect for the Privacy Directive. We cannot accept the transfer of personal data to the United States where there is not the same level of privacy protection as in the EU. We call on the Commission not to repeat the same mistakes by negotiating and signing off on data transfer agreements with third countries without a sufficient level of guarantee and protection similar to the EU ones.

. ‒ I fully support this report.It is a great result for citizens and consumers as this report addresses issues that will affect them directly.I very much welcome that this report looks at and names the phenomenon and effect of buying alliances in the food sector.This report calls for guaranteeing fair competition and greater transparency in supermarket and hypermarket chains’ commercial practices and abuses, particularly where such practices affect brand value and product choice or limit innovation or price comparability. This will benefit positively our citizens.The text also stresses that farmers should receive a fair price for their products; and to recompense fairly their hard work.Finally, the text calls on the Commission to pay particular attention before concluding Free trade agreements.We call for the strict application of the principles of reciprocity and compliance for agricultural products in ongoing and future trade negotiations. Our farmers should not be penalised and put in competitive disadvantage because of the huge differences in social, health, labour, environmental and animal welfare standards outside the EU compared to ours.

Am susținut acest raport întrucât atrage atenția asupra nevoii urgente de conservare și refacere a stocurilor de sturioni, în special a exemplarelor sălbatice. Momentul acestui vot coincide cu actualizarea listei roșii a speciilor în pericol de către Uniunea Internațională pentru Conservarea Naturii. Pe lângă măsurile de salvare a sturionilor, raportul prevede sprijin pentru comunitățile de pescari pentru a face față noilor provocări impuse de Pactul verde european, dar și crizei sanitare COVID-19, precum și măsuri concrete pentru susținerea investițiilor și a dezvoltării lanțurilor scurte de aprovizionare cu pește și fructe de mare.

Am susținut un amendament prin care se cere modificarea Regulamentului (CE) nr. 853/2004, redând astfel posibilitatea micilor producători de pui și iepuri ca, dacă doresc, să-și sacrifice animalele direct în fermă, pentru a le comercializa în piețe sau la poarta fermei. Cu această ocazie, am reiterat mesajul ferm, transmis și în cadrul dialogului avut cu reprezentantul Comisiei Europene în luna februarie 2021, că, pentru micii producători, condițiile de autorizare sanitar-veterinare sunt o povară financiară.

I welcome the outcome of the negotiations on the European Maritime, Fisheries and Aquaculture Fund and the fact that we will be able to support the renewal of generations of fishers from the Black Sea, and create the foundations for sustainable development of the fisheries and aquaculture sector in Europe, and implicitly in Romania. The Regulation I voted for today will help the fisheries sector to adapt their businesses to face the challenges of the European Green Deal. This vote recognises the importance of the fisheries and aquaculture sector in ensuring food security for Europeans.

I welcome the outcome of the negotiations and the success of the S&D group in introducing in the text references to the minimisation of social inequalities and to the European Pillar of Social Rights. I believe there is no Green Deal without a very strong social dimension.It is now the European Commission to put forward the list of harmful subsidies, in order for the sectors depending on such financial support to adapt, to adjust their business and prepare the transition.Until then, the fisheries, aquaculture and agriculture sectors need to be able to continue their work and start transitioning in a predictable way, without being exposed to uncompetitive disadvantages from their counterparts in third countries.

Community plant variety rights: extension of the term for certain varieties (A9-0171/2021 - Bert-Jan Ruissen)

Given the lengthy, complex and costly development process, this proposal aims to extend the term of protection of Community plant variety rights from 25 to 30 years for the species asparagus, and the species groups flower bulbs, woody small fruits and woody ornamentals, as provided for in Article 19 of Council Regulation (EC) No 2100/94 on Community plant variety rights.I am supporting this proposal of a five-year extension for the above mentioned species, due to the fact that it is already in place in the case of vines, trees and potatoes.What is more, given the new green Deal objectives, there is an urgent need for adapted and resistant varieties, able to consume less natural resources and inputs, such as fertilizers and pesticides, but, at the same time, able to cope with the climate conditions.This benefits not only farmers, helping them to prevent losses on the field, but also breeders and, ultimately, consumers.

Objection pursuant to Rule 111(3): Criteria for the designation of antimicrobials to be reserved for the treatment of certain infections in humans (B9-0424/2021)

Proiectul de act delegat privind stabilirea criteriilor pentru desemnarea antimicrobienelor care trebuie să fie rezervate pentru tratamentul anumitor infecții la oameni a fost elaborat de Comisia Europeană, în colaborare cu experți atât în domeniul sănătății oamenilor, cât și în cel al sănătății animalelor și al securității alimentare.Mai mult, acest proiect de act delegat are un rol critic în echiparea veterinarilor cu instrumentele și tehnicile vitale pentru tratarea animalelor, precum și pentru combaterea fenomenului de rezistență la antibiotice.În plus, propunerea Comisiei Europene prevede restricționarea unor antimicrobiene de importanță majoră în sănătatea oamenilor de la folosire în zootehnie. Astfel, utilizarea lor va deveni interzisă în tratarea animalelor, cu excepția situațiilor în care nu există alternative terapeutice.Cu atât mai mult, în contextul schimbărilor climatice, există amenințări majore pentru sănătate, de la zoonoze, protozooze, ori parazitoze.Prin urmare, e vitală echiparea medicilor veterinari cu un arsenal terapeutic corespunzător și adaptat noilor prevederi Green Deal.De aceea, am susținut proiectul de act delegat așa cum a fost el propus de Comisia Europeană, pentru protejarea sectorului zootehnic, precum și pentru sănătatea oamenilor.

Am votat acest dosar întrucât consider că este nevoie de o schimbare în sectorul de pescuit și de acvacultură, iar schimbarea trebuie să vizeze îmbunătățirea nivelului de trai al pescarilor și acvacultorilor, precum și îmbunătățirea condițiilor de muncă și de siguranță ale acestora, decarbonizarea flotei de pescuit și promovarea economiei albastre. Consider că este nevoie să sprijinim crearea de noi locuri de muncă, să atragem tinerii către acest sector, să promovăm femeile care sunt implicate în pescuit și acvacultură, dar și să acordăm o atenție sporită micului pescuit costier. Toate acestea se pot obține numai cu măsuri specifice din partea Comisiei Europene și a statelor membre, care trebuie să fie susținute de fonduri adecvate. Totodată, este nevoie să se întreprindă acțiuni privind susținerea concurenței loiale în acordurile comerciale cu țările terțe, astfel încât peștele și produsele din pește care intră pe piața europeană să respecte regulile și obligațiile pe care le respectă și le îndeplinesc pescarii și acvacultorii europeni.

I fully supported the text of the resolution, as it stressed out the need for a rapid, yet scientifically based phase out of the use of animals in research, regulatory testing and education.It is high time innovation replaces ethically challenging methods, while where there is no yet alternative to animal use, to safeguard the highest animal welfare standards and to reduce to zero animal suffering.The European Union and the agricultural sector is respecting the most stringent animal welfare standards in the world, therefore it is up to the other sectors to align to the very same norms.I have supported the text of the resolution.

Apreciez abordarea echilibrată a raportului referitor la rolul politicii de dezvoltare în combaterea declinului biodiversității în țările în curs de dezvoltare.Politicile Uniunii Europene se bazează, astăzi, pe cele mai înalte standarde de mediu și climă, indiferent de sector, iar Noul Pact Ecologic va transforma lupta împotriva schimbărilor climatice într-un nou stil de viață european.Însă pentru ca eforturile Uniunii să dea roade, e nevoie ca ambițiile de mediu să depășească granițele continentului. Acest lucru este posibil doar cu un principiu ferm al reciprocității, care să fie garantat prin toate acordurile de liber schimb ale Uniunii Europene cu state terțe. De la agricultură și până la cercetare, tot ce intră sau iese din Uniunea Europeană trebuie să respecte aceleași condiții.În caz contrar, Pactul Ecologic s-ar putea transforma într-o armă de competiție neloială pentru producătorul european, iar problemele de mediu nu ar fi rezolvate cu adevărat, ci doar „exportate” în țările în curs de dezvoltare.

Artificial intelligence in criminal law and its use by the police and judicial authorities in criminal matters (A9-0232/2021 - Petar Vitanov)

Oportunitățile bazate pe Inteligența Artificială nu pot fi ignorate. Uniunea Europeană trebuie să accelereze cercetarea în acest domeniu, să găsească soluții pentru a stabiliza această tehnologie și să propună rapid un cadru legislativ cuprinzător, echitabil și etic.Sub nicio formă, însă, acest progres nu trebuie decontat cu prețul drepturilor fundamentale. Apreciez, prin urmare, poziția fermă a raportorului S&D, compromisul echilibrat și modul precaut în care a fost formulat textul.Consider că, înainte de a implementa pe scară largă această tehnologie, mai ales în dreptul penal și de către autoritățile polițienești și judiciare, e nevoie de un studiu de impact, realizat cu precizie chirurgicală, care să traseze ferm granița dintre progres tehnologic și încălcarea drepturilor fundamentale.De aceea, resping orice încercare de a deschide portițe pentru folosirea Inteligenței Artificiale, în lipsa unor analize pertinente cu privire la impactul asupra vieții private.

The impact of intimate partner violence and custody rights on women and children (A9-0254/2021 - Elena Kountoura, Luisa Regimenti)

Violența în cuplu reprezintă una dintre cele mai grave probleme sociale cu care se confruntă societatea contemporană și, din păcate, România nu face excepție. Iar pandemia de COVID-19 a favorizat înmulțirea cazurilor.În 2020, au fost sesizate 43 712 de astfel de infracțiuni de violență și, doar în prima jumătate a anului 2021, alte 27 361 de cazuri. Mai grav este că, în acești doi ani, 112 persoane – femei, bărbați și minori – și-au pierdut viața, cazând victime violenței în cuplu.Așa cum solicită și acest raport, statele membre trebuie să ia măsuri ferme pentru combaterea acestui fenomen.Consider că, printre altele, România trebuie să urgenteze implementarea Sistemului Informatic de Monitorizare Electronică, să asigure compatibilitatea lui cu Sistemul Național Unic pentru Apeluri de Urgență, să dezvolte o bază de date comună pentru astfel de cazuri, să dezvolte capacitatea spațiilor de cazare de urgență pentru victime, să înființeze centre specifice care să se ocupe de copiii care sunt victime ale violentei, să își formeze profesioniști și să intensifice cooperarea transfrontalieră în acest domeniu.

Rebuilding fish stocks in the Mediterranean (A9-0225/2021 - Raffaele Stancanelli)

Votul meu pe acest dosar am vrut să reflecte clar că toate eforturile noastre pentru a conserva biodiversitatea în Marea Mediterană trebuie să nu afecteze și mai mult sectorul de pescuit și așa foarte încercat în ultima perioadă. Stabilirea de noi zone de protecție marină trebuie să se facă doar pe baze științifice și conform ultimelor date disponibile, fără să fie luate în considerare exclusiv uneltele și tehnicile de pescuit utilizate. Nu pot fi de acord cu stabilirea de măsuri de încetare definitivă sau temporară a activităților de pescuit în acele zone unde ne confruntăm cu pescuit ilegal și nedeclarat, pentru că astfel afectăm un întreg sector de pescuit. Trebuie să luăm măsuri clare împotriva celor care încalcă legislația în vigoare.

Votez aceste regulamente strategice PAC pentru că am ajuns în momentul în care trebuie, în sfârșit, să acționăm ținând cont de nevoile fermierilor. Propriile ambiții politice trebuie să cadă pe locul 2. Responsabilitatea noastră este față de consumator, iar consumatorul va putea mânca ce va vrea. Dacă fermierul va dispărea sau nu va mai produce, nici consumatorul nu va mai mânca nimic sau, cel mult, va mânca hrană la standarde îndoielnice din import.Reforma pe care o votăm astăzi nu e o reformă oarecare. E reforma cu cea mai ambițioasă viziune privind supraviețuirea noastră, cu o hrană sănătoasă și un aer respirabil. Dar trebuie lăsată să producă efecte.Nu putem să anulăm această reformă și să adoptăm măsuri extreme, pentru că deja există un trend mondial de dispariție a terenului arabil. Pierdem în fiecare an 7 milioane de hectare, mai mult decât suprafața Austriei.Nu putem să punem fermierii în situația de a nu își primi subvențiile, punându-le astfel în pericol afacerile și nouă riscându-ne securitatea alimentară. Nu putem irosi 3 ani de negocieri. Nici mediul înconjurător, nici Green Deal nu vor avea de câștigat.Votez această reformă PAC, chiar dacă poate nu este cea mai bună variantă, dar clar varianta reîntoarcerii la anul 2018 ar fi un atac devastator asupra fermierului și asupra mediului.

Am votat acest dosar pentru o mai bună reciclare, reutilizare și înlocuire a materiilor prime esențiale. Trebuie să dezvoltăm produse și tehnologii care să ne ducă spre o neutralitate climatică. Criza sanitară COVID-19 a influențat negativ lanțurile de aprovizionare și ne-a arătat cât suntem de dependenți de materiile prime din țările terțe, care au standarde de mediu mult mai scăzute decât Europa. Această dependență trebuie redusă cât mai mult posibil. Europa trebuie să se aprovizioneze din țări unde sunt respectate sănătatea și siguranța lucrătorilor, iar mediul și biodiversitatea nu sunt distruse.

Implementation report on on-farm animal welfare (A9-0296/2021 - Jérémy Decerle)

În calitate de raportor din umbră, textul final al acestui raport, adoptat în plenul Parlamentului European cu o majoritate clară, de 496 de voturi, cuprinde măsuri ferme pentru sporirea bunăstării animalelor, în paralel cu măsuri ferme de sprijin pentru fermieri. Printre acestea, se regăsesc: resurse financiare noi pentru fermieri, posibilitatea accesării de eco-scheme pentru bunăstarea animalelor, solicitarea unui studiu care să analizeze impactul asupra zootehniei al noilor măsuri, extinderea celor cinci directive europene cu speciile de animale care nu beneficiază de atenție în prezent, revizuirea indicatorilor de bunăstare, astfel încât aceștia să fie clari și ușor de măsurat, revizuirea controlului în ferme, astfel încât să fie eliminate abuzurile, precum si menținerea caracterului voluntar pentru etichetarea produselor în funcție de criterii de bunăstare.Agricultura europeană respectă cele mai înalte standarde de bunăstare animală, iar noul Pact ecologic poate transforma sectorul zootehnic european în lider absolut la nivel global. Pentru ca aceste ambiții să devină realitate, e nevoie, însă, de finanțare adecvată, atât de la Bruxelles, cât și din statele membre.

A sustainable blue economy in the EU: the role of fisheries and aquaculture (A9-0089/2022 - Isabel Carvalhais)

Economia albastră include toate sectoarele legate de mările și oceanele noastre și este o provocare pentru noi toți să asigurăm dezvoltarea echilibrată și durabilă a acestor sectoare. De aceea, trebuie să fim atenți să nu punem și mai mare presiune pe sectorul de pescuit și acvacultura europeană. Să nu uităm că pescuitul și acvacultura asigură europenilor hrană sănătoasă, cu o valoare nutritivă ridicată și cu o amprentă de carbon redusă. Este nevoie de investiții inovative în sectorul de pescuit și acvacultură pentru a ne asigura de sustenabilitatea sectorului și de conservarea și protejarea biodiversității marine. Și să nu uităm cât de important este rolul femeilor în dezvoltarea pescuitului durabil, mai ales în zonele costiere, dar și al tinerilor pentru care trebuie să facem această activitate mai atractivă.O economie albastră nu trebuie să uite zonele marine protejate care pot fi atât de benefice nu numai pentru conservarea și protejarea biodiversității, dar și pentru dezvoltarea zonelor costiere, a unui pescuit sustenabil, și asta doar în condițiile în care acestea sunt stabilite în baza unor opinii și recomandări științifice.

Russia's invasion of Ukraine: Crisis measures in the fisheries and aquaculture sectors (A9-0182/2022 - Nuno Melo)

Războiul din Ucraina este un război care afectează toate sectoarele de activitate, inclusiv pescuitul și acvacultura. Sectoarele pescuitului, acvaculturii și prelucrării peștelui sunt grav afectate din cauza războiului, a prețurilor ridicate la energie și combustibili, și toate acestea vin după criza provocata de pandemia COVID-19.În momentul de față, incapacitatea ambarcațiunilor pescărești de a ieși în larg, dar și creșterile prețurilor carburanților sunt principalele cauze care explică performanța economică scăzută a flotelor de pescuit din Marea Neagra, care au nevoie de și mai mult combustibil pentru a evita zonele periculoase aflate în imediată apropiere de apele ucrainene.În această situație, flotele de pescuit din Marea Neagră, respectiv din România și Bulgaria au nevoie de sprijin financiar ca să compenseze opririle temporare ca urmare a imposibilității de a-și desfășura activitatea.Am votat astăzi pentru măsuri financiare rapide pentru a sprijini sectorul de pescuit și acvacultura din Romania și din Europa, astfel încât după încetarea acestor crize să mai avem un sector de pescuit și acvacultură.

New EU Forest Strategy for 2030 – Sustainable Forest Management in Europe (A9-0225/2022 - Ulrike Müller)

Raportul privind noua strategie forestieră pentru 2030 echilibrează comunicarea Comisiei și, în calitatea mea de raportor din umbră S&D, am calibrat în textul final toate funcțiile pădurilor: de mediu, sociale și economice.Acest echilibru este extrem de important azi, în contextul crizelor multiple, al secetei istorice și al apropierii iernii. Exploatată sustenabil, pădurea ne poate ajuta să atingem țintele de energie regenerabilă și independența energetică.În plus, acest raport cere:- protejarea comunităților care depind de pădure;- un studiu de impact înainte de desemnarea ariilor protejate;- compensații financiare pentru proprietarii pădurilor care vor contribui la atingerea țintelor.România a făcut deja pași importanți pentru o mai bună gestionare și protejare a pădurilor, dar, fiind unul dintre cele doar patru state membre deținătoare de păduri virgine, trebuie ajutată pentru îndeplinirea acestui țel al întregii Uniuni.

Adequate minimum wages in the European Union (A9-0325/2021 - Dennis Radtke, Agnes Jongerius)

. – Am susținut acordul asupra Directivei privind salariul minim european, deoarece prevede caracterul obligatoriu al acestei măsuri în toate statele membre. Directiva stabilește criterii comune pe baza cărora se va calcula salariul minim în fiecare țară UE. De aceea, el nu va fi egal pe întreg teritoriul Uniunii, însă va aduce creșteri salariale importante, inclusiv în România.Directiva trebuie transpusă în legislația națională în următorii doi ani, iar procentul de mărire va fi stabilit în funcție de salariul minim aflat în vigoare la momentul implementării. Este un pas important în întregirea pilonului social puternic de care UE are nevoie în contextul crizelor multiple. Însă măsurile nu trebuie să se oprească aici.Este nevoie, printre altele, de: extinderea programului SURE, astfel încât asistența financiară să ajungă la salariații care și-ar putea pierde locurile de muncă în urma închiderii companiilor; suplimentarea Fondului Social pentru Climă, având în vedere că el a fost gândit într-o vreme în care nimeni nu anticipa acest cumul de crize.

Votul pe care l-am dat astăzi pe rezoluția Parlamentului European privind obiecția la prelungirea perioadelor de aprobare a unor substanțe active reflectă opinia mea fermă că nu putem interzice utilizarea unor produse vitale agriculturii din România și din Uniunea Europeană fără o opinie științifică emisă de autoritățile abilitate. Este inadmisibil să propunem eliminarea unor erbicide, fungicide, insecticide, etc. fără ca EFSA să își exprime punctul de vedere avizat cu privire la impactul utilizării acestora în agricultură. Fermierii europeni au nevoie de predictibilitate pentru a asigura securitatea alimentară a Europei. Nu putem să supunem fermierii europeni la și mai multe presiuni, în condițiile în care abia fac față provocărilor din această perioadă: escaladarea prețurilor la îngrășăminte, creșterea prețurilor la combustibili și energie, noi reguli din Pactul verde european pe care trebuie să le respecte. În consecință, votul meu este pentru susținerea agriculturii europene și a fermierilor europeni, astfel încât să nu asistăm la falimentul acestora și la periclitarea securității alimentare.

Small-scale fisheries situation in the EU and future perspectives (A9-0291/2022 - João Pimenta Lopes)

Am votat raportul privind pescuitul costier în UE pentru a atrage atenția asupra unei tradiții milenare, care este pe cale de dispariție în România. Pescuitul mic costier este victima dezvoltării zonelor costiere, a concurenței acerbe și neloiale a flotelor de pescuit din țări învecinate și, mai nou, a războiului din Ucraina, care i-a făcut pe micii pescari să-și oprească activitatea. Raportul atrage atenția asupra acestei crize și propune soluții, ca accesul facil la finanțare europeană și națională, crearea unor lanțuri de aprovizionare locală, o mai bună promovare a produselor pescărești, atragerea tinerilor și a femeilor în sector și îmbunătățirea condițiilor de muncă pentru pescari. Aceste măsuri trebuie implementate dacă vrem ca, în viitorul apropiat, să mai putem vorbi despre pescuitul tradițional de la Marea Neagră.

Availability of fertilisers in the EU (B9-0101/2023)

Rezoluția privind disponibilitatea fertilizatorilor e un subiect care ține de securitatea alimentară la nivel european și mondial. Dependența de importurile de îngrășăminte din state ostile trebuie depășită urgent. Pe termen scurt, UE trebuie să ridice taxele vamale pentru substanțele necesare producerii de fertilizatori din țări terțe. Pe termen lung, însă, trebuie revigorată producția europeană, care a agonizat decenii la rând din pricina prețurilor neconcurențiale ale concurenților din afara UE.Cel mai important, însă, e că Parlamentul European cere în această rezoluție și egalizarea subvențiilor fermierilor din est cu cele ale colegilor din vest. E o premieră, având în vedere că apeluri similare au fost, ani la rând, ignorate sau chiar respinse. Acest deziderat, de mult promis și niciodată respectat, a devenit un soi de „Schengen al agriculturii”. Discriminarea unor parteneri de nădejde trebuie să înceteze.

În calitate de raportor, sunt de părere că elevii Uniunii Europene trebuie să beneficieze de mâncare de calitate la prețuri corespunzătoare și nu achiziționată, ca până acum, după principiul „cel mai ieftin câștigă licitația”. Acesta este principalul mesaj transmis Comisiei Europene, căreia îi solicit să suplimenteze bugetul alocat pentru programul privind distribuția de alimente în școli.De asemenea, solicit introducerea unei categorii alternative de produse pentru copiii cu alergii, intoleranțe și restricții medicale. Acesta nu e un apel pentru înlocuirea laptelui cu alte imitații de lapte pe bază de plante. Nici pentru încurajarea produselor pe bază de plante. Ci, dimpotrivă, este un apel pentru a corecta o nedreptate - aceea că unii copii, în baza unui diagnostic, sunt excluși de la un program european.În plus, solicit statelor membre să reducă birocrația și să simplifice procedurile de achiziție, care descurajează micii fermieri să participe la licitații. E inacceptabil ca, pentru 1 kg de produs distribuit în școli, să se producă 1 kg de documente, așa cum se întâmplă azi, uneori, unul dintre aceste cazuri fiind chiar România.De aceea, am sprijinit raportul în forma lui negociată, solicitând Comisiei să țină cont de recomandările Parlamentului European la revizuirea regulamentului privind schema de distribuție de alimente în școli.

I have voted in favour of this report that enhances the sector of Geographical Indications, a system which is worth around 80 million euro at EU level. The revision of the European legislation, as proposed by the rapporteur, brings more guarantees for the agri-food products and for the European producers which are granted, thus, better protection and promotion at global level.The most important changes, supported unanimously in the Agriculture and Rural Development Committee, strengthen the role of the producers’ groups, better protect GI products, simplify the administrative burden and guarantee greater sustainability and transparency toward consumers.

Ensuring food security and the long-term resilience of EU agriculture (A9-0185/2023 - Marlene Mortler)

În timp ce securitatea alimentară are o poziție strategică pe agenda politică europeană, în contextul pandemiei de COVID și, mai recent, în contextul războiului din Ucraina, fermierii continuă să fie tratați cu dublu standard. E cazul agricultorilor din România, care, deși puternic afectați de importurile masive de cereale ucrainene, primesc printre cele mai mici subvenții europene. În plus, compensațiile financiare din rezerva de criză continuă să fie blocate din cauza măsurilor unilaterale impuse de Ungaria.De aceea, amendamentul meu, depus și sprijinit de o largă majoritate a plenului Parlamentului European, solicita accelerarea procesului de convergență externă și mărirea plăților directe din politica agricolă comună pentru fermierii români.În plus, am susținut acest raport care radiografiază problemele pe care le întâmpină sectorul european, însă nu am girat prin votul meu nici legislația europeană viitoare, despre care nu se știe nimic în prezent, nici legislația europeană aflată în negocieri, dar care are un impact negativ asupra modelului agricol european.

Contrar aparențelor, posibilitatea etichetării unei părți a sării produse la nivel european ca fiind ecologică a nemulțumit nu doar producătorii de sare, ci inclusiv sectorul produselor ecologice.Modul prin care Comisia Europeană a înțeles să facă diferența între sarea convențională și cea ecologică ar fi întreținut o concurență neloială între diferiții producători.În primul rând, sarea, materie inorganică, ar fi, în mod eronat, asimilată producțiilor ecologice. În plus, sarea gemă, extrasă din adâncuri, are toate datele de a fi mult mai sigură pentru consum decât sarea de mare, care provine din zone poluate cu particule de microplastic.În al doilea rând, producătorii de sare de mare nu sunt mulțumiți de faptul că, în procesul de uscare, actul delegat al Comisiei nu permite folosirea unor tehnologii bazate pe combustibili convenționali. Acest lucru ar fi făcut o diferență incorectă între producătorii de sare de mare, pe considerente geografice și de climă.Nu în ultimul rând, asociația europeană a produselor ecologice atrage atenția asupra riscului de periclitare a încrederii consumatorilor asupra etichetei ecologice, întrucât o anumită sare, deși catalogată ecologică, ar putea proveni din zone contaminate.Am votat împotriva actului delegat.

Industrial Emissions Directive (A9-0216/2023 - Radan Kanev)

Agricultura europeană produce hrană la cele mai înalte standarde de sustenabilitate la nivel global, iar sectorul zootehnic a investit, de-a lungul ultimilor ani, sume consistente din bugetul politicii agricole comune pentru îmbunătățirea condițiilor de bunăstare a animalelor și, mai ales, pentru reducerea impactului asupra mediului.Prin urmare, introducerea sectorului bovin în scopul Directivei privind emisiile industriale ar fi adus fermierilor pagube, atât financiare, cât și de imagine, inoculând ideea că, în UE, se produce hrană nesustenabil.În plus, ar fi putut avea un efect de bumerang, descurajând creșterea animalelor în spații deschise - o practică agricolă recunoscută pentru avantajele de întreținere a pășunilor - și introducerea lor în unități închise, pentru ca aceste emisii să poată fi captate.Nu în ultimul rând, prin introducerea bovinelor în această directivă, s-ar fi încălcat opiniile științifice, potrivit cărora metanul emis de sectorul bovin nu rămâne blocat în atmosferă, precum alte gaze cu efect de seră.Din aceste motive, am votat pentru excluderea bovinelor din directivă, iar acest lucru s-a reflectat, în final, în rezultatul obținut în plenul Parlamentului European, iar Comisia și Consiliul trebuie acum să țină cont de rezultatul votului.

Industrial Emissions Portal (A9-0211/2023 - Radan Kanev)

Prin amendamentul depus și adoptat de plenul Parlamentului European am corectat o greșeală a Comisiei Europene, care ar fi împovărat inutil, excesiv și abuziv acvacultura europeană.Includerea acvaculturii în Portalul emisiilor industriale, fără a diferenția între tipurile de producție - intensiv vs. extensiv - și fără a crește pragul obligativității de la 100 de tone producție pe an, la 500 de tone producție pe an, ar fi fost nu doar științific eronat, ci ar fi dus la închiderea unor unități de producție, în special de dimensiuni medii și mici.Unele specii din acvacultură, cum ar fi scoicile, nu produc, ci absorb emisii. Prin urmare, nu ar fi avut de ce să fie incluse. În plus, având în vedere greutatea scoicilor, până și cel mai mic producător ar fi atins rapid pragul de 100 de tone pe an, propus de Comisie, și s-ar fi găsit în situația de raportare a unor emisii care nu există.Odată semnalată la nivelul Parlamentului European, această greșeală trebuie corectată și în negocierile interinstituționale care urmează.Acvacultura europeană e un sector strategic, important nu doar pentru securitatea alimentară, ci și pentru atingerea obiectivelor de mediu, prin numeroasele beneficii pe care le aduce mediului acvatic.

Geographical indication protection for craft and industrial products (A9-0049/2023 - Marion Walsmann)

Am votat în favoarea acestui regulament care va introduce un nou set de reguli pentru a proteja meșteșugurile tradiționale europene și produsele industriale. În timp ce produsele agricole sunt deja protejate de o „indicație geografică” (IG), acum aceasta se va extinde pentru a acorda protecție produselor locale nealimentare. Noua legislație se va aplica pentru peste 800 de produse, precum bijuterii, textile, sticlă, porțelan, instrumente muzicale sau mobilier.De acum, consumatorii vor avea garanția că vor achiziționa un produs autentic, vor ști că a fost produs într-o anumită regiune, cu materiale locale, și că nu este un fals.De asemenea, acest regulament va deschide calea către o anumită armonizare a legislațiilor naționale divergente și va fi o garanție că produsele artizanale și industriale locale ale UE sunt protejate, inclusiv dincolo de granițele Uniunii.

Implementation of the Common Fisheries Policy and future perspectives (A9-0357/2023 - Gabriel Mato)

În calitate de negociator al grupului S&D, am solicitat, prin intermediul raportului, revizuirea politicii comune în domeniul pescuitului, având în vedere nevoile urgențe de flexibilizare și adaptare ale sectorului la noua realitate influențată de multiplele crize suprapuse.În România, activitatea de pescuit și acvacultură a fost puternic perturbată din pricina pandemiei, dar, mai ales, din cauza războiului din Ucraina. Mine, plutind în derivă, fix în zonele de pescuit din Marea Neagră, au ținut bărcile la mal și au provocat pierderi financiare considerabile. De aceea, e nevoie ca activitatea de pescuit și acvacultură să beneficieze de aceleași reguli precum agricultura, când vine vorba de ajutorul de stat.În plus, am solicitat Comisiei să permită creșterea tonajului navelor de pescuit cu scopul de a îmbunătăți siguranța la bord. Fără aceste investiții rapide, sectorul, oricum îmbătrânit, riscă să piardă și mai mulți oameni și să nu poată realiza schimbul generațional vital.
