1 a. Takes note of the ECA Special report No 32/2018 (“European Union Emergency Trust Fund for Africa: Flexible but lacking focus”); calls on the Commission to address the outstanding recommendations without delay; emphasises the need to ensure that the projects funded through the EUTF are complementary to actions under other EU instruments and those funded by Member States or other donors; notes the low level of contributions from Member States and other donors, which calls into question the rationale for using an EU Trust Fund;

3 a. With regard to the Instrument for Pre-Accession Assistance (IPA II), notes the continued weaknesses in administrative capacities of accession countries resulting in alack of absorption capacity under indirect management; highlights that as pointed out in the ECA’s 2018 special report on IPA funding for Turkey, progress in such sensitive areas as the rule of law and civil society is not only dependent on IPA funding but more importantly the political will of the authorities;believes that it is more important now than ever for the Commission to make use of conditionality to support reforms in priority sectors such as the rule of law and governance in Turkey;

4 a. Invites the Commission to assess the legality of withdrawing the budgetary function from the European Parliament through the Council decisions on establishing the EDA and PESCO; recalls that the relevant articles 45(2) and 46(2) TEU provide for the decisions to be adopted by a qualified majority without a veto provision; recalls that the withdrawal of the budgetary function of the EP under Article42 TEU is possible for the operating expenditure only and requires a unanimous decision by the Council; underlines that the Council has never taken such a decision;

Deplores the lack of flexibility in the administrative and budgetary/financial procedures concerning civilian CSDP missions; reiterates its opinion that the Commission should introduce specific procurement rules to the crisis management measures under the CSDP in order to facilitate the rapid and flexible conduct of missions;
