Calls on all EU Member States to rapidly scale up climate finance, prioritising grants-based finance, in particular for LDCs and SIDS, and to increase financial support during the 2020- 2025 periodnegotiate with LDCs and SIDS an increase in climate finance, subject to making this financial support conditional, during the 2020-2025 period and beyond, on control by the beneficiary States of the movements of their populations and on transparent and verifiable management of resources;
