Considers that flexibility of the Stability and Growth Pact should be further revised to take into account Member States' efforts supporting, through public investment, a fair and inclusive transition towards a competitive green and digital economy; reiterates that, as a contribution to an investment and counter-cyclical budget, aligned with the Sustainable Development Goals, Member States’ contributions to EU budget and/or national co-financing of EU programmes should be excluded from the national deficits calculations;
