(2 a) The SES 2+ package, in contradiction with the rules of the 1944 Chicago Convention, intends for Air Traffic Services to be delivered to ANSP's, not designated by States, but delivered by supra-national and economic criteria to providers that offer a better cost ratio /benefit;

(2 b) The management of European airspace based on the principles emanating from this Convention has always guaranteed the required safety levels, and has enabled the adoption of appropriate measures and policies, both in the management of air traffic at European level, and in the adoption of measures that they have allowed to significantly reduce congestion and delays, reducing operating costs, never having been an obstacle to the safety and fluidity of European air traffic or to its efficiency;

(-1) This regulation should help to reverse the processes of liberalisation of air traffic management services promoted in the framework of the Single European Sky process launched in 1999, ensuring that Member States, which are responsible for the management of their airspace, measure and organise the services according to their needs, as well as promoting the closest collaboration with other States;
