Stresses that the proper functioning of the single market is key to safeguarding agri-food supplies across the EU and is the best tool to ensure recovery for all; notes that in some Member States the COVID- 19 pandemic has led to certain types of restrictions between Member States, and in some Member States, to local restrictions; recalls that national measures cannot undermine the fundamental principles of the single market;
