Regrets that in many Member States penalties for non-compliance, covering the entire supply chain, including subcontracting, are not effective, dissuasive orand proportionate as required by Directive 2009/38/EC; stresses that the provisions governing Member State penalties need to be strengthened in order to improve compliance with Directive 2009/38/EC and eliminate social and salary dumping and unfair competition in the internal market, ensuring respect for the rights of all workers;
