Calls on the Commission, taking as its starting point the work done by the ELA and the data collected on the care and domestic work sectors, to include in its action plan specific measures to tackle undeclared work; also calls on the Commission to include binding targets and realistic, measurable indicators in the framework of the European Semester to indicate to Member States the reform targets required in order to tackle undeclared work; finally, calls on the Commission to provide a common, legally binding definition at European level of the new types of work, to identify appropriate and efficient control mechanisms and to lay down proportionate, effective and dissuasive sanctions;
