Points out that the majority of accidents occur in urban areas and often involve pedestrians, cyclists and motorcyclists, who are the most vulnerable to road accidents; considers the integration of 'Vision Zero' into urban planning policies to be crucial, and calls on the Member States to constantly exchange good practices in order to promote safe local mobility, especially for the most vulnerable groups;

Stresses that the promotion of sustainable mobility must be based on alternative transport systems to the use of private vehicles, such as shared mobility, the success of which is based on changing the behaviour of citizens who tend to favour temporary access to mobility services by adhering to a new lifestyle that favours efficiency, sustainability and sharing;
